What is the Wind Energy Manufacturing Co-Investment Program (WEMCIP)?
The Wind Energy Manufacturing Co-Investment Program (WEMCIP) is designed to enhance the capacity and capability of Western Australian businesses to participate in wind turbine manufacturing and servicing supply chains.
The program offers two funding streams to support businesses at various stages of engagement with the wind energy sector:
- Stream A – Market Entry: Supports initial capability-building projects.
- Stream B – Market Growth: Focuses on expanding capacity and capability for deeper involvement in the wind energy supply chain.
Wind Energy Manufacturing Co-Investment Program level of support
Funding is available under two streams:
Stream A – Market Entry
- Indicative project size: $20,000 to $60,000
- Indicative grant funding: $10,000 to $30,000
Stream B – Market Growth
- Indicative project size: $500,000 to $1 million
- Indicative grant funding: $250,000 to $500,000
Co-contribution requirement
Applicants must contribute at least 50% of eligible project costs as a cash contribution. In-kind contributions are not accepted. Applicants cannot use funding from another Commonwealth, State, Territory or local government grant to meet their co-contribution requirement.
For Market Growth projects, capital expenditure is typically capped at 25% of total project costs, although larger capital investments and grant amounts above $500,000 may be considered where there are demonstrated benefits to Western Australia.

The program aims to:
- Increase the capability, capacity and competitiveness of Western Australian manufacturers.
- Support businesses to participate in wind turbine manufacturing and servicing supply chains.
- Encourage the implementation of new manufacturing technologies and innovative processes.
- Increase productivity across Western Australia’s manufacturing sector.
- Create jobs and strengthen Western Australia’s wind energy supply chains.
Projects, activities, and expenditure eligible for Wind Energy Manufacturing Co-Investment Program support
Eligible projects may include:
- Pre-qualification activities.
- Accreditation and certification.
- Process improvement initiatives.
- Specialised manufacturing software.
- Plant and equipment investment.
- Research and development projects.
- Manufacturing capability and capacity upgrades.
- Associated workforce skills development and training.
- Projects supporting manufacturing, logistics, production, servicing or refurbishment across the wind energy supply chain.
Ineligible expenditure includes:
- Costs already supported through other government funding.
- Routine operating expenses such as office rent and utilities.
- Depreciation, financing costs and maintenance.
- Non-project-related staff training.
- Costs incurred before project approval.

Organisations eligible for Wind Energy Manufacturing Co-Investment Program support
To apply, organisations must:
- Be incorporated in Australia.
- Hold an Australian Business Number (ABN).
- Hold an Australian Company Number (ACN).
- Be registered for GST.
- Be non-tax exempt.
- Have principal project activities and operations based in Western Australia.
- Demonstrate financial capacity to complete the project.
- Demonstrate alignment with Western Australia’s wind energy supply chains.
- Provide an accountant’s declaration confirming financial viability.
- Hold an AMGC member profile (free guest membership is acceptable).
Joint ventures and consortia are eligible provided they include WA-based companies and at least one SME partner.
The following are not eligible:
- Individuals.
- Partnerships.
- Government agencies or government business enterprises.
- Trusts (unless applying through an incorporated trustee).
Wind Energy Manufacturing Co-Investment Program assessment criteria
Applications are assessed against two weighted criteria:
1. Project Alignment with Fund Objectives and Western Australia Priorities (60 points)
Applicants should demonstrate:
- How the project will increase their participation in the wind energy supply chain (20 points).
- Which parts of the wind energy supply chain the project will support (5 points).
- Alignment with the organisation’s strategic or business plan (15 points).
- Expected increases in jobs, apprenticeships or workforce capability (5 points).
- Opportunities to diversify products, services, markets or customers (5 points).
- Improvements to manufacturing capability and processes (10 points).
2. Demonstrated Ability to Successfully Deliver the Project (40 points)
Applicants should demonstrate:
- Experience managing similar projects (10 points).
- Financial viability and access to project funding (5 points).
- Intellectual property strategy where relevant (5 points).
- A detailed project budget and milestones (10 points).
- Collaboration with at least one industry partner (5 points).
- Any additional external investment or support leveraged by the project (5 points).
Applicants must achieve at least 50 out of 100 points to satisfy the merit assessment.
