Up to $150,000 for Victorian arts and cultural organisations or professional creative practitioners to tour productions, performances, exhibitions, or programs to or from regional Victoria.

What is the Touring Victoria Program (TVP)?

The Touring Victoria Program 2025–26 supports Victorian and cross-border arts and cultural organisations, and professional creative practitioners, to tour professional productions, performances, exhibitions, and creative programs to, from, or within regional and outer-metropolitan Victoria.

The program aims to increase access to creative experiences for audiences across the state while supporting sustainable touring practices, artist wellbeing, and cultural inclusion.

Three program streams are available:

  • First Peoples Stream – for projects led by First Peoples creative entities, assessed by a First Peoples peer panel.
  • Deaf and Disabled Stream – for projects led by Deaf and Disabled creatives, assessed by peers with lived experience.
  • General Stream – for all other touring projects, assessed by relevant creative industry peers.

Touring Victoria level of support

Eligible applicants can apply for grants ranging from:

  • Minimum funding: $10,000
  • Maximum funding: $150,000

Applicants under the Deaf and Disabled stream may request an additional $5,000 to assist with access requirements for the touring party (for example, accessible accommodation, travel assistance, or support workers).

Co-contribution:

  • There is no mandatory co-contribution requirement, however, applicants are encouraged to demonstrate cash or in-kind support, confirmed presenter fees, and cost-sharing arrangements that strengthen the project’s viability and demonstrate value for money.

  • Earliest start date: 1 April 2026

Touring Victoria objectives

The Touring Victoria Program aims to:

  • Increase access to creative experiences for audiences across regional and outer-metropolitan Victoria;
  • Support Victorian artists and organisations to present and tour high-quality, professional work;
  • Strengthen sustainable touring practices that promote wellbeing, inclusion, and environmental responsibility;
  • Foster community engagement through workshops, talks, and other participatory activities linked to touring projects;
  • Promote cultural safety and respectful engagement with First Peoples, Deaf, and Disabled creatives and communities; and
  • Enhance collaboration between artists, presenters, and regional communities to broaden creative and economic opportunities.

Projects and expenditure eligible for Touring Victoria support

Projects Eligible for Support

Funding can be used for:

  • Touring costs such as transport, freight, accommodation, and per diems;
  • Remount costs to prepare existing works for touring;
  • Tour coordination and management (except where Creative Victoria provides existing multi-year organisational support);
  • Access and inclusion costs, including captioning, Auslan interpretation, and audio description;
  • Wellbeing and cultural safety measures for artists and crew; and
  • Community engagement activities linked to the tour, such as workshops, talks, and masterclasses.

Ineligible Expenditures

Funding cannot be used for:

  • Creative development of new work;
  • School-based tours or education-only activities;
  • Fundraising, competition, or award events;
  • Retrospective costs or activities already underway;
  • Core administrative salaries, capital works, or recurrent operational costs;
  • Activities not paying artists and crew at industry standard rates; or
  • Projects not meeting appropriate First Peoples cultural protocols.

Other Touring Victoria important details that you will need to know

Eligible applicants include:

  • Victorian or cross-border arts and cultural organisations;
  • Victorian or cross-border professional creative practitioners with a history of presenting professional work;
  • Tour coordinators applying on behalf of creative organisations or groups;
  • Community or local government organisations experienced in arts touring; and
  • Sole traders under an auspice arrangement.

 

Note: State-owned organisations already receiving multi-year Creative Victoria funding are not eligible to apply. Each applicant may submit one application per round only. Applicants must have an ABN and comply with all previous Creative Victoria acquittal obligations.

Applications are assessed against four equally weighted criteria by Creative Victoria peer panels:

1. Quality (25%)

  • Artistic merit, innovation, and professionalism of the work and creative team.
  • Track record and artistic standing of key personnel and touring partners.

 

2. Viability (25%)

  • Realistic and achievable planning, including confirmed presenters, clear itineraries, and robust logistics.
  • Sound budgeting with fair artist pay, value for money, and evidence of support or cost-sharing.
  • Inclusion of appropriate wellbeing, cultural safety, and accessibility measures.

 

3. Audience and Community Engagement (25%)

  • Clear strategy for building audience engagement and participation across regional and outer-metropolitan communities.
  • Inclusion of talks, workshops, professional development, or other engagement activities.
  • Demonstrated understanding of and benefit to local communities.

 

4. Demand (25%)

  • Strength of audience demand and confirmed tour bookings.
  • Letters of support from presenters and host organisations.
  • For single-stop tours, clear evidence of community or presenter interest and benefit.

 

Each stream (First Peoples, Deaf and Disabled, General) is assessed by an appropriate peer panel relevant to the applicant and project type.

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Deliver the project/s as outlined in the application.
  • Provide complete information requirements.

 

To successfully secure funding, applicants should demonstrate:

  • A clear and achievable touring plan that reaches regional and outer-metropolitan communities;
  • Evidence of confirmed or strongly interested presenters;
  • A well-developed budget and itinerary showing value for money and sustainability;
  • Strong audience and community engagement strategies;
  • Attention to artist wellbeing and access; and
  • Appropriate cultural safety and First Peoples engagement protocols, where relevant.
  • A complete and well-presented application that addresses all assessment criteria.

 

Applicants should prepare and include:

  1. Touring Victoria 2025 Touring Itinerary Template (XLSX) – covering the Victorian components of the tour.
  2. Detailed budget notes explaining expenditure breakdowns, including access and wellbeing allocations.
  3. Letters of support from presenters and community partners confirming tour demand.
  4. Audience & Community Engagement Strategy – outlining how audiences will engage with the project, including marketing and local collaboration plans.
  5. Financial statements – required if requesting more than $50,000 (last three years’ audited or accountant-prepared reports, plus three-year projections).
  6. First Peoples content – include documentation of consultation, permissions, and cultural protocols (letters, agreements, or engagement plans).
  7. If also applying for a Commonwealth touring program (e.g. Playing Australia), include both national and Victorian-only itineraries and budgets.
