What is the Thriving Suburbs Program?
The Thriving Suburbs Program (TSP) is a new initiative by the Australian Government aimed at fostering local economic prosperity through targeted investment in community-focused infrastructure projects. This program will allocate a total of $350 million over three years, starting from 2024-25, to support urban, suburban, and peri-urban communities across Australia.
TSP level of support
Minimum Funding Amount: $500,000
Maximum Funding Amount: $15 million
Co-Funding Requirements:
- Group 1: Up to 90% funding for First Nations Community Controlled Organisations.
- Group 2: Up to 70% funding for low rate-based councils.
- Group 3: Up to 50% funding for all other eligible projects.

TSP objectives
The program aims to:
- Construct or upgrade community infrastructure to meet immediate needs.
- Enhance community cohesion, liveability, and accessibility.
- Support urban renewal and equitable access to amenities.
- Align with the Australian Government’s National Urban Policy.
Projects eligible for TSP support
Eligible projects must:
- Construct new community infrastructure or expand/upgrade existing infrastructure.
- Be strategically aligned to local priorities and benefit a broad section of the community.
- Have a minimum eligible expenditure of at least $555,556 (Group 1), $714,286 (Group 2), or $1,000,000 (Group 3).
Eligible Locations: Projects must be delivered in locations within the Greater Capital City Statistical Areas (GCCSAs) as defined by the Australian Bureau of Statistics.
Ineligible Locations: Locations outside of the GCCSAs.

Organisations eligible for TSP support
To be eligible, applicants must:
- Be an incorporated not-for-profit organisation or a local government agency.
- Have an Australian Business Number (ABN) or ORIC registration.
- Own the land or have the landowner’s permission to use the land.

TSP assessment criteria
Applications will be assessed based on:
- Contribution to Social and Community Inclusion: Projects should enhance community connections and provide broad social benefits.
- Alignment with Government Strategic Priorities: Projects should support national and local priorities, including sustainability and accessibility.
- Capacity to Deliver and Sustain the Project: Applicants must demonstrate their capability and readiness to undertake the project successfully.

How do I get the TSP?
Applicants must:
- Read and understand the guidelines.
- Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
- Deliver the project as outlined in the application.
- Provide complete information requirements.
Information to prepare for the TSP application
Applicants should prepare the following documents:
- Evidence of incorporation and not-for-profit status.
- Business case with detailed project budget.
- Risk management plan and relevant regulatory approvals.
- Evidence of co-funding contributions.
