What is the Net Zero Manufacturing Initiative (NZMI)?
The Net Zero Manufacturing Initiative (NZMI) supports NSW businesses and industries to accelerate the transition to net zero by increasing competitiveness, attracting investment and strengthening local manufacturing capability.
Round 2 provides up to $225 million across three competitive grant streams:
- Clean technology innovation grant
- Low carbon product manufacturing grant
- Renewable manufacturing grant
Net Zero Manufacturing Initiative level of support
1. Clean Technology Innovation
- Grant funding between $500,000 and $5 million
- Up to 50% of eligible project costs
- Total funding available: up to $25 million
2. Low Carbon Product Manufacturing
- Grant funding between $5 million and $30 million
- Up to 50% of eligible project costs
- Total funding available: up to $100 million
3. Renewable Manufacturing
- Grant funding between $5 million and $30 million
- Up to 50% of eligible project costs
- Total funding available: up to $100 million

Net Zero Manufacturing Initiative objectives
The Net Zero Manufacturing Initiative aims to:
- accelerate the commercialisation of innovative clean technologies
- build local manufacturing capability for low carbon products
- strengthen NSW’s renewable energy manufacturing supply chain
- increase investment, productivity and skilled employment
- reduce industrial emissions and support the transition to net zero
- position NSW as a global clean manufacturing leader

- Product verification
- Demonstration projects

- Pilot facilities
- Front End Engineering Design (FEED)
- Technical feasibility studies
- Testing infrastructure
- Commercialisation of innovative clean technologies
2. Low Carbon Product Manufacturing
Projects involving commercial-scale manufacture of:
- Low carbon cement
- Steel
- Aluminium
- Cross Laminated Timber (CLT)
- Green ammonia
- Green methanol
- Biofuels
- Renewable power fuels
- Agricultural inputs including fertilisers and animal feed
3. Renewable Manufacturing
Projects involving commercial-scale manufacture of:
- Wind towers
- Solar panels
- Battery systems
- Transmission cables
- Renewable energy generation components
- Renewable energy storage components
- Renewable energy transmission components
Other Net Zero Manufacturing Initiative important details that you will need to know
Organisations eligible for Net Zero Manufacturing Initiative support
Eligible applicants may include:
- Australian companies
- Companies limited by guarantee
- Incorporated trustees
- Incorporated associations
- Co-operatives
- Aboriginal and Torres Strait Islander corporations
Applicants may be located in NSW, interstate or overseas, provided they satisfy all eligibility requirements prior to entering into a funding deed.
Net Zero Manufacturing Initiative assessment criteria
The assessment criteria differ for each funding stream. All criteria are weighted equally.
1. Clean Technology Innovation
Applications will be assessed on:
- Technical deliverability
- Capacity and capability to deliver
- Project delivery and risk management
- Technology readiness
- Commercialisation potential
2. Low Carbon Product Manufacturing
Applications will be assessed on:
- Deliverability
- Commercial feasibility
- Strategic significance
- Value for money
3. Renewable Manufacturing
Applications will be assessed on:
- Deliverability
- Commercial feasibility
- Strategic significance
- Value for money
How do I get the Net Zero Manufacturing Initiative?
Applicants should demonstrate:
- A clear need for government funding to deliver the project.
- Strong technical capability and organisational capacity to successfully deliver the project.
- A commercially viable project with a clear pathway to long-term operation.
- Well-developed project planning, including realistic timelines, budgets and risk management.
- Significant economic benefits, including investment, job creation and industry growth.
- Strong environmental benefits, including emissions reductions and support for NSW’s net zero objectives.
- Value for money and effective use of government funding.
- Readiness to commence the project following execution of a funding deed.
- Secure co-contribution funding (minimum 50% of eligible project costs where required).
- Alignment with the objectives of the relevant Net Zero Manufacturing Initiative funding stream.
