What is the Collie Futures Fund Program?
The Collie Futures Fund was formed by the Western Australian government in January 2019. It is a $20 million initiative over 5 years fostering economic diversity and job creation in the Collie region, opening the doors to new business and new industry.
Collie is one of Western Australia’s industrial heartlands, with a rich history in power generation, coal mining and other blue-collar industries. The Fund will assist the region in transitioning towards a more sustainable economy with a more evenly distributed workforce across a wider range of businesses and less reliance on any single industry.
The Collie Futures Fund is distributed through two streams:
- The Collie Futures Industry Development Fund – to develop new industries and expand existing industries in the Collie region. This stream is fully allocated and is currently not accepting any applications.
- The Collie Futures Small Grants Program – for projects that support local economic growth and job opportunities.
CFF level of support
Grants
- The Collie Futures Industry Development Fund will match up to $2 million in grant funding for substantial industry-led projects.
- The Collie Futures Small Grants Program will match up to $100,000 in grant funding for eligible organisations intending to make an economic impact.
Funding must be matched by a minimum co-contribution of 1:1.
CFF important dates
Collie Futures Industry Development Fund:
- Applications will be assessed in batches every 2 months
- Project proposal assessments are expected to be completed within 6 weeks
- Successful applicants will be invited to submit more detailed information using the Business Case Template provided within 12 weeks of an invitation
- The Minister for Regional Development will make a funding decision within approximately 8 weeks from the date of finalised Business Case.
- This stream is fully allocated and is currently not accepting any applications.
Collie Futures Small Grants Program:
- The full assessment process is expected to take approximately 12 to 15 weeks from the date of submission to notification of funding support.

Collie Futures Industry Development Fund
Objectives:
- Developing new industries and expanding existing industries in the Collie region
Outcomes:
- An increase in the number and diversity of job opportunities
- Productivity of businesses and industries
- Scale and diversity of the economic base
The Collie Futures Industry Development Fund is accessible for initiatives that promote the commercialisation and implementation of significant business possibilities.
The fund will focus on the following areas where the Collie region has strengths and growth prospects:
- Aged and health care
- Agribusiness
- Coal-related industries
- Energy
- Forest products
- Manufacturing and professional services
- Mineral processing
- Tourism
New and emerging industries will also be considered if the applicant is able to demonstrate the Collie region is a prospective location for the industry.
Collie Futures Small Grants Program
Objectives:
- Prioritise initiatives that help to boost the local economy and meet community needs. (within a journey to a work zone of up to 50kms from the Collie townsite/CBD)
Outcomes:
- Increase in jobs
- Increase in innovation
- Expand or diversify new business streams
- Develop skills or capabilities
- Foster co-investment opportunities and partnerships
Organisations eligible for CFF support
Collie Futures Industry Development Fund
Applications will be primarily considered from private sector businesses, including small to medium-sized businesses.
However, applications will also be considered from
- local government authorities
- business and industry groups (such as industry peak bodies and business associations)
- not-for-profit organisations
- community groups
Which have:
- a valid Australian Business Number (ABN)
- or Australian Company Number (ACN).
Government Trading Enterprises are ineligible to apply to the fund
Collie Futures Small Grants Program grant
Existing enterprises (with a focus on Micro and Small to Medium Enterprises).
Not for Profits (including voluntary and community groups) which:
- Have an ABN
- And/ or are an incorporated body or has equivalent status (e.g. represented by an incorporated auspicing body
Incorporated bodies which:
- Have an ABN
- Are a company incorporated in Australia, and/or o a trading corporation1 (e.g. trading trust).
- Local Government Authorities Joint applications are acceptable, provided there is a lead applicant as the main driver of the project that is eligible to apply. There must be a formal arrangement in place between all parties
Organisations not eligible to apply are:
- State or Federal Government Authorities
- Government Trading Enterprises (GTE’s)
- Individuals (without an ABN)
- Trusts (however, an incorporated trustee may apply on behalf of a trust where it meets the eligibility requirements set out above).

Activities eligible for CFF support
Collie Futures Industry Development Fund
Eligible activities
- Development and commercialisation of new industry and business opportunities, including demonstration or pilot plants.
- Integration of new technology to improve the productivity of existing businesses or enable the development of new business streams.
- Support for specific infrastructure, plant or equipment that supports the development of new businesses or improves innovation and productivity of existing businesses.
- Support to develop of common-user infrastructure to address local infrastructure challenges that impact industry productivity or expansion, for example, water, energy or transport infrastructure.
Ineligible activities
- Projects that do not demonstrate a significant sustained increase in local employment and economic activity.
- Recurrent costs (e.g. operating, maintenance and office costs such as rent, insurance, telephone etc.)
- Ongoing salaries/employment of new or existing staff.
- Requests for retrospective funding where projects have been substantially commenced prior to receiving funding approval.
- GST payments (this applies to GST registered originations only).
- Purchase of land.
- Activities that would be undertaken in the normal course of business such as maintenance and upgrade.
- Routine replacement or upgrades of plant and equipment using standard technologies.
- Projects that will require ongoing assistance from the Western Australian government.
Collie Futures Small Grants Program grant
Eligible activities
- Development of new business streams that diversify or expand existing businesses,
- Development of new technologies aimed at providing a net economic benefit to the Collie region (e.g. prototype design, construction, and testing),
- Research development (e.g. market research and/or feasibility studies)
- Training courses and/or skills development
- Business case development
- Events that demonstrate a clear economic benefit to the Collie region
Ineligible activities
- Recurrent costs (e.g. operating, maintenance and office costs such as rent,
- Insurance, telephone etc),
- Ongoing salaries/employment of new or existing staff,
- Retrospective payments,
- Core business e.g. purchasing off-the-shelf software or costs of generic software associated with the normal administrative functions of the business; recruitment activities; design and printing of sales promotion materials and advertising and general legal advice.

How do I get the CFF?
You should read the relevant stream guidelines in full and ensure your eligibility.
Successful applicants will need to clearly address the assessment criteria relative to their project and demonstrate to the assessment committee that their project aligns with the funding program objectives and outcomes.
Applications with project management capability and capacity, and appropriate implementation resources to successfully deliver the project in its entirety have a greater chance of success.
Successful applicants will:
- Clearly demonstrate alignment of the proposal outcomes with the above objectives
- Clearly demonstrate impact on the regional economy
- Include a summary project plan
- Complete activities within 2 years
- Be seeking up to a maximum of $2 funding
- Co-contribute $1 for every $1 of grant funding
- Be a valid legal entity that can enter into an agreement with the WA Government
