What is the Co-funded Energy Analysis Program?

The Co-funded Energy Analysis Program is an initiative under the Exploration Incentive Scheme (EIS) aimed at encouraging the exploration of petroleum and geothermal resources within Western Australia. This program is funded by the Western Australian State Government and administered by the Department of Mines, Industry Regulation and Safety (DEMIRS).

There are two categories available:

  • Category 1 Analysis and Reprocessing: For re-analysis of existing data from state resources, such as core samples and oil.
  • Category 2 Geophysics Acquisition: For acquiring new geophysical data to better understand petroleum and geothermal systems.

Co-funded Energy Analysis Program level of support

The program offers funding across the two categories:

  • Analysis and Reprocessing: Grants up to $50,000 per project, covering up to 50% of eligible project costs.
  • Geophysics Acquisition: Grants up to $250,000 per project, also covering up to 50% of eligible project costs.

Co-contribution: Applicants must contribute at least 50% of the total project cost, as the program will only cover up to half of the direct analysis or acquisition costs.

The EAP aims to broaden the understanding of Western Australia’s petroleum and geothermal resources by encouraging data re-analysis and acquisition to fill knowledge gaps. The key goal is to facilitate further exploration, promote resource discovery, and contribute to the development of regional resource industries.

Projects and expenditure eligible for Co-funded Energy Analysis Program support

Eligible projects must comply with either the Petroleum and Geothermal Energy Resources Act 1967 (WA) or the Petroleum (Submerged Lands) Act 1982.

The following activities are supported under this program:

  1. Analysis and Reprocessing: Includes the re-analysis of existing resources such as core, sidewall core, cuttings, oil, condensate, water, and gas samples. It can involve data reprocessing or desktop studies to generate new insights from pre-existing data.
  2. Geophysics Acquisition: Supports the acquisition of greenfields geophysical data to improve the understanding of petroleum and geothermal systems in Western Australia.

Ineligible expenditure:

  • Project management and company personnel salaries
  • Equipment development or repair
  • Shipping and transportation costs
  • Administrative expenses such as heritage surveys and ground clearance

Other Co-funded Energy Analysis Program important details that you will need to know

To be eligible for funding, applicants must:

  • Hold a Petroleum Title, Geothermal Title, or Reservation Title in Western Australia.
  • Have an Australian Company Number (ACN) and be registered for GST.
  • Demonstrate financial and technical capacity to complete the proposed project within the 12-month funding term.

Applications are assessed based on the technical merits of the proposed project. The evaluation focuses on the project’s potential to broaden geological knowledge in greenfields areas of Western Australia. The assessment panel will review applications using the following criteria:

  • Technical merit: The feasibility and scientific value of the proposed analysis or geophysical acquisition.
  • Innovation: The project’s ability to address knowledge gaps and provide new insights into the state’s petroleum and geothermal resources.
  • Capacity to deliver: The applicant’s ability to complete the project within the defined timeframe and budget.

 

Applications must score more than 35 total marks to be considered for funding. The final decision rests with the DEMIRS assessment panel, and successful applicants will be notified after the Minister for Mines and Petroleum announces the results.

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Demonstrate a strong alignment with the fund’s objectives.
  • Provide complete information requirements.

 

Applicants are required to submit a detailed project proposal, including:

  • Project description: Outline of the analysis or geophysical acquisition planned, including types of data or samples involved.
  • Supporting materials: Any figures, maps, or data that substantiate the project’s objectives.
  • Budget breakdown: A clear, itemised budget showing eligible and ineligible costs.
