What is the Active Transport Fund?

The Active Transport Fund (ATF) is an initiative by the Australian Government aimed at increasing the use of active transport modes, specifically cycling and walking. The program supports the construction and upgrade of bicycle and pedestrian pathways to promote safer, more sustainable, and healthier transport alternatives across Australia. This fund is a part of the Australian Government’s broader strategy to reduce transport emissions and enhance liveability in communities.

Active Transport Fund level of support

  • Minimum and Maximum Amount of Funding: Each project can receive up to a maximum of $5 million in funding from the Australian Government.
  • Co-Contribution Requirement: Projects require co-funding from state, territory, or local government authorities (LGAs), or private sources. For state and territory government projects, the Australian Government will contribute up to 50% of the total project cost. LGAs, particularly those in regional areas, may qualify for alternative co-contribution arrangements if justified. All co-contributions must be secured before applying, with appropriate evidence attached.

The Active Transport Fund focuses on promoting safe and environmentally friendly transport options while fostering active, liveable communities. The key objectives are:

  • Road Safety: Improve road safety for cyclists and pedestrians.
  • Emission Reduction: Support low-emission transport modes.
  • Community Livability: Enhance the connectivity, health, and well-being of communities.

Projects and expenditure eligible for Active Transport Fund support

Eligible projects under the ATF include:

  • New Pathway Construction: Projects building new bicycle or pedestrian pathways.
  • Pathway Upgrades: Upgrades to existing pathways, enhancing safety and usability.
  • Location Requirement: All pathways must be situated on publicly owned assets accessible to the public, ensuring they serve the entire community.

Ineligible Expenditure:

  • Maintenance or repair of existing assets.
  • Design-only or maintenance projects.
  • Procurement costs unrelated to material or service acquisition.
  • Overhead costs that cannot be allocated specifically to the project (e.g., office expenses).

Other Active Transport Fund important details that you will need to know

The ATF is open to state and territory governments and all Local Government Authorities (LGAs) in Australia. This includes relevant authorities serving regions like Christmas Island, Cocos (Keeling) Islands, and Norfolk Island, as well as those covering ‘unincorporated areas.’

Applications are merit-assessed with the following equally weighted criteria:

1. Strategic Fit:

  • Alignment with ATF objectives and community needs.
  • Clear rationale and evidence supporting the project’s necessity.
  • Stakeholder and community support for the project.

 

2. Project Impact and Benefits:

  • Demonstrated road safety, social, and economic impacts.
  • Environmental benefits such as reduced emissions and air quality improvement.
  • Specific attention to advancing equity for Indigenous Australians and vulnerable communities.

 

3. Project Deliverability:

  • Feasible delivery plan, addressing all risk factors.
  • Adequate budgeting, governance, and procurement strategies.
  • Capacity and experience of the project team.

 

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Demonstrate a strong alignment with the fund’s objectives.
  • Provide complete information requirements.

 

Prepare and attach the following:

  • Co-contribution Evidence: Budget papers or official letters confirming secured co-contribution funding.
  • Project-Specific Documentation: Documents addressing the focus area(s), including safety or transport strategies, emission reduction plans, and community support materials.
