What is the Aged Care Capital Assistance Program – Critical Infrastructure Projects?

The Aged Care Capital Assistance Program (ACCAP) Critical Infrastructure Projects grant aims to provide funding to address immediate, critical infrastructure needs in thin market settings within the aged care sector. This program is part of the Australian Government’s efforts to support high-quality aged care services in areas facing challenges such as service closures, unmet needs, and market failure.

ACCAP Critical Infrastructure Projects level of support

The Australian Government is investing up to $533 million.

Funding:

  • The program does not specify a minimum or maximum grant amount per project. Funding requests must reflect the scale and critical infrastructure needs identified for the aged care service.

Co-contribution:

  • The Department of Health, Disability and Ageing will determine whether a co-contribution is required, taking into account the organisationโ€™s financial capacity and the nature of the project.

The Aged Care Capital Assistance Program aims to address immediate and critical needs for aged care infrastructure in thin market settings. The objectives of this opportunity include:

  • Supporting the continuation of aged care services that are at risk of immediate or imminent closure.
  • Ensuring health, safety, and wellbeing of older Australians and aged care workers.
  • Securing long-term provision of aged care in areas with a history of market failure and unmet needs.
  • Encouraging collaborative, innovative approaches, particularly in areas with cost-sharing potential.

Projects and expenditure eligible for ACCAP Critical Infrastructure Projects support

The ACCAP Critical Infrastructure Projects grant supports infrastructure activities that directly improve access to or delivery of aged care services, particularly in areas experiencing thin markets or critical service gaps.

Eligible activities may include:

  • Construction of new aged care facilities, extensions or major upgrades to existing services
  • Development of staff accommodation that supports the aged care workforce
  • Acquisition of land or buildings required for the delivery of aged care services
  • Purchase of furniture, fittings and equipment required to operate the facility
  • Information technology infrastructure that supports service delivery (e.g. nurse call systems or telehealth capability).

All proposed infrastructure must support the delivery of funded aged care services to approved care recipients.

Funding cannot be used for:

  • Workforce wages or salaries, including management and board salaries
  • Costs associated with preparing a grant application
  • Ongoing operational costs (e.g. insurance, rent or utilities)
  • Activities primarily funded through another government program
  • Relocation costs for older Australians from an approved residential care home
  • Costs related to acquiring or operating vehicles.

Other ACCAP Critical Infrastructure Projects important details that you will need to know

To be eligible for this grant opportunity, organisations must receive an invitation to apply from the Department of Health, Disability and Ageing.

Eligible applicants include organisations that:

  • Are registered providers of aged care services, or
  • Will become a registered provider before entering into a grant agreement, or
  • Are government entities that will make the infrastructure available to a registered aged care provider.

 

Eligible entity types may include:

  • Companies incorporated in Australia
  • Indigenous corporations
  • Incorporated associations
  • State or territory government entities
  • Local government organisations
  • Partnerships or consortiums
  • Cooperatives
  • Statutory entities.

 

Where a consortium application is submitted, a lead organisation must be nominated, and that organisation must meet the eligibility requirements.

Applications will be assessed against two key criteria.

1. Critical Need

Applicants must demonstrate the critical infrastructure need and explain how the proposed activity will address this need and align with the objectives of the program.

Responses may include:

  • Evidence of infrastructure gaps or service pressures
  • Expected benefits and outcomes of the project
  • Alignment with the National Aged Care Design Principles and Guidelines (where relevant)
  • Supporting materials such as site plans, architectural drawings or photographs.

 

2. Management of the Activity

Applicants must demonstrate their organisationโ€™s capacity and capability to successfully deliver the project.

This may include:

  • Skills and experience of the project team
  • Examples of similar projects delivered successfully
  • Evidence that the project can be delivered on time and within budget
  • Management of impacts on residents and service delivery.

 

Applicants will also be required to provide:

  • An indicative budget
  • An activity work plan
  • A risk management plan
  • Quotes or cost estimates for projects seeking $2 million or more in funding.

 

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Demonstrate a strong alignment with the fund’s objectives.
  • Provide complete information requirements.

 

Ensure you have the following documentation ready:

  • Activity work plan
  • Indicative budget
  • Risk management plan
  • Written support from the organisationโ€™s decision-makers (e.g., Board of Directors)
