Grants up to $150,000 to support community groups and organisations in developing effective, evidence-based, and community-based road safety projects to prevent and reduce road trauma.

What is the TAC Road Safety Grant Program (TRSGP)?

This grant program is designed to support community groups and organisations to develop and implement effective community-based road safety projects.

There are two categories of grants within the program. Applicants are welcome to submit one application per category. However, funding will only be offered for one application per round.

  • Support Grants – These grants are available to support the planning and/or delivery of community road safety projects.
  • Collaboration Grants – These grants are available to support the planning and delivery of larger community road safety projects.

TAC Road Safety Grant Program level of support

There are two categories of funding available:

  • Support Grants: Up to $50,000
  • Collaboration Grants: Up to $150,000

Expressions of interest (EOI) for Collaboration Grants

  • EOIs open 9.00am Monday 9 February 2026
  • EOIs close 3.00pm Friday 27 February 2026

*EOIs are not required for Support Grant applications

Full round open for application (for invited Collaboration EOIs and Support Grants)

  • Applications open 9:00am Monday 16 March 2026
  • Applications close 3:00pm Wednesday 15 April 2026

TAC Road Safety Grant Program objectives

The objectives of the TRSGP are to:

  • Create a sense of shared responsibility for reducing road trauma within the Victorian community.
  • Build and sustain meaningful relationships with community groups and organisations that will contribute to improved road safety outcomes.
  • Empower communities to advocate for changes that will have positive road safety outcomes.
  • Deliver evidence-based projects that have the potential to reduce and prevent road trauma.

Projects eligible for TAC Road Safety Grant Program support

Applicants are invited to submit applications for projects that:

  • Focus on road safety and address a clearly identified local road safety issue or need.
  • Align with the TAC Road Safety Grant Program objectives.
  • Are supported by evidence or best-practice principles demonstrating potential to reduce or prevent road trauma.
  • Reflect Safe System principles where appropriate.
  • Include measurable outcomes and a clear monitoring and evaluation plan.
  • Are standalone or sustainable without reliance on ongoing TAC funding.
  • Will be delivered within Victoria.

Projects that align with the following road safety priority areas will be prioritised:

1. Safe Cars

Initiatives that promote the uptake and awareness of safer vehicle technology to reduce deaths and serious injuries.

2. Safe Travel Speeds

Projects that promote safe driving speeds, particularly in high-risk areas such as school zones, residential streets, and rural roads.

3. Safe Roads

Community-led advocacy, education, or awareness initiatives supporting safer road environments and infrastructure improvements.

4. Safe Road Users

Programs that promote safer behaviours such as:

  • Not speeding
  • Wearing seatbelts
  • Using appropriate child restraints
  • Avoiding mobile phone use while driving
  • Wearing helmets
  • Supporting young drivers through graduated licensing

Eligible expenditure must be directly related to the delivery of the approved project and proportionate to the grant amount.

Eligible costs may include:

  • Project-specific staffing costs directly associated with delivering the project
  • Consultant or contractor fees
  • Project materials and resources
  • Community engagement and education materials
  • Evaluation and monitoring costs
  • Venue hire and event-related costs where part of a broader road safety initiative

All expenditure must be clearly itemised in the project budget and supported by appropriate cost estimates or quotes.

Funding will not be provided where:

  • An existing TAC or partner program is better suited to address the issue.
  • The proposed approach lacks supporting evidence.
  • A more appropriate funding source exists.
  • The project falls under the direct responsibility of the TAC.

The following project types will not be funded:

  • Off-road driver training
  • One-off events (unless part of a broader initiative)
  • Driver simulation programs
  • Permanent infrastructure and signage projects
  • Variable Messaging Signs (VMS)
  • Standalone research projects (action research may be considered)
  • Public education campaigns that duplicate existing TAC campaigns (including roadside banners and billboards)

Project-Related Costs Not Funded

  • Administrative costs such as catering and office equipment
  • Ongoing staff salaries, routine wages, and staff entitlements

Reasonable staff costs directly related to delivering the funded project, proportionate to the grant amount, and consultant fees may be considered eligible.

Other TAC Road Safety Grant Program important details that you will need to know

To be eligible for funding, applicants must be financially viable and one of the following organisation types:

  • Incorporated association
  • Community trust
  • A registered not-for-profit or charity or
  • Social enterprise

 

In addition, the proposed project cannot have been previously funded by the TAC, and planned project activities must be undertaken in Victoria.

Who is not eligible to apply?

The following groups are not eligible to apply for funding through this grant program:

  1. Individuals
  2. Organisations that are primarily for-profit, including businesses
  3. State government departments/organisations
  4. Local Government Authorities (LGAs)
    • Funding support for LGAs is provided though the TACย Local Government Grant Program.
  5. Schools.
    • Schools can apply for a Road Safety Small Grant.

 

Organisations with an existing contract with the TAC outside of the grant programs need to speak with the TAC Road Safety Grants Team before starting an application.

All eligible applications will be assessed against the following criteria:

1. Improving Local Community Road Safety

  • A clearly identified local road safety issue within a defined community or cohort.
  • Strong alignment with grant program objectives.
  • Evidence-based approach demonstrating potential to reduce road trauma.

 

2. Project Delivery and Community Engagement

  • Clear project plan and deliverables.
  • Demonstrated organisational capability and resources.
  • A well-defined plan to engage the target community or cohort.

 

3. Budget

  • Detailed project budget aligned to activities and deliverables.
  • Supporting quotes or cost estimates provided.
  • Clear explanation of how the project will be sustained beyond TAC funding.

 

4. Collaboration (Collaboration Grants Only)

  • Demonstrated collaborative delivery approach.
  • Clear explanation of how the organisation will work with the TAC.
  • Evidence of previous collaborative project experience.

 

5. Project Monitoring and Outcomes

  • Appropriate monitoring and evaluation framework.
  • Clear outcome measurement methodology.

 

Applicants must:

  • Read all sections of the funding guidelines thoroughly.
  • Work with the community to identify key road safety issues and provide details of community engagement in the application.
  • Define the project goals, methods, target audience, and metrics for success.
  • Become familiar with the Victorian Road Safety Strategy 2021-2030 and Safe System Principles.
  • Discuss the project ideas with the TAC Road Safety Team before starting the application.
  • Collect information and evidence to support the application such as community support, reports, case studies, statistics, research, and community inquiries.

 

Successful applicants will demonstrate:

    • identification and engagement with community on a road safety issue or need
    • alignment of project objectives with TAC’s program objectives and potential to address the identified need
    • support from recent evidence and good practice principles to prevent road trauma
    • comprehensive project plan and budget aligned with objectives, with a clear approach to community engagement
    • collaborative approach to project delivery and contribution to partnership with TAC
    • past experience delivering community projects and evidence of resources to deliver the project
    • clear evaluation plan with evidence supporting its ability to measure project success

     

    Collaboration Grant

    • Collaboration Grant applicants need to submit an EOI no later than three weeks before the round closes (Friday 8th March 2024). However, it is strongly recommended that EOIs are submitted as early as possible

     

    The EOI will require applicants to:

    • Demonstrate they meet the eligibility criteria.
    • Articulate the identified road safety issue or need, and its alignment with the grant program objectives.
    • Outline the proposed project and how it will address the identified issue or need.
    • Outline how they intend to work in collaboration with the TAC to deliver their road safety project.

     

    Support Grant

    • EOI is not required for Support Grant applicants
