What is the Carbon Capture Technologies Program (CCTP)?

The Carbon Capture Technologies Program โ€“ Round 2 is a competitive Australian Government grant opportunity designed to accelerate the research, development and demonstration of novel carbon capture, utilisation and removal (CCUS/CDR) technologies.

The program supports projects that address hard-to-abate emissions and contribute to Australiaโ€™s transition to net zero by 2050, with a strong focus on pilot and demonstration-scale technologies capable of commercialisation.

Examples of eligible technologies, include but are not limited to:

  • novel or emerging carbon capture and/or utilisation for hard-to-abate sectors
  • novel or emerging carbon removal technologies such as
  • direct air capture
  • enhanced rock weathering
  • biomass carbon removal and storage, including durable sequestration of carbon in biochar
  • mineral carbonation technology, such as capturing carbon in building and other materials.

Carbon Capture Technologies Program level of support

Funding Amount

  • Minimum grant: $1 million
  • Maximum grant: $10 million

Level of Support

  • Grants cover up to 50% of eligible project expenditure
  • Mandatory co-contribution required (minimum 50%)
  • Contributions must be cash (not in-kind)
  • Co-investment from partners (including state governments) is allowed

Carbon Capture Technologies Program objectives

The program aims to:

  • Accelerate the development of emerging priority COโ‚‚ capture, utilisation and removal technologies
  • Support research, development and demonstration (RD&D) to advance commercial readiness
  • Demonstrate verifiable and durable carbon sequestration outcomes
  • Build capability and knowledge in novel carbon removal technologies
  • Enable deployment across hard-to-abate industries such as cement, chemicals and steel

Projects and expenditure eligible for Carbon Capture Technologies Program support

Eligible projects must:

  • Be located in Australia
  • Aim to reduce, utilise or remove greenhouse gas emissions
  • Include research, development and demonstration activities
  • Have at least $2 million in eligible expenditure
  • Not be solely a feasibility or engineering study
  • Be completed by 31 March 2031

Examples of Eligible Technologies

  • Direct air capture
  • Enhanced rock weathering
  • Biomass carbon removal and storage (e.g. biochar)
  • Mineral carbonation
  • Industrial carbon capture and utilisation technologies

Ineligible Projects & Expenditure

Projects must NOT include:

  • Fossil fuel production or extraction activities
  • Coal or gas extraction (including enhanced recovery)
  • Purely nature-based sequestration such as:
    1. Afforestation/reforestation
    2. Soil carbon projects
    3. Wetland restoration

    Ineligible Expenditure Includes:

    • General operating costs (rent, utilities, admin)
    • Land acquisition or unrelated infrastructure
    • Financing costs (interest, debt servicing)
    • ICT systems not directly related to the project
    • Grant application preparation costs
    • Routine maintenance or ongoing operational expenses

    Other Carbon Capture Technologies Program important details that you will need to know

    To be eligible, applicants must:

    • Have an ABN and be GST registered
    • Be one of the following:
      1. Incorporated entity in Australia
      2. Incorporated trustee on behalf of a trust
      3. State or territory government agency
      4. Corporate Commonwealth entity

    Additional Requirements:

    Applicants must also:

    • Confirm the project does not involve fossil fuel production or extraction
    • Confirm the project does not involve nature-based solutions without technology
    • Provide an accountant declaration confirming co-contribution
    • Commit to delivering a final public project report
    • Ensure projects are distinct from any Round 1 funded projects

     

    Applications are assessed competitively across three weighted criteria:

    1. Alignment with Program Objectives (50%)

    Applicants must demonstrate:

    • Strong alignment with novel or emerging carbon technologies
    • Contribution to hard-to-abate emissions reduction or atmospheric COโ‚‚ removal
    • Innovation and scalability of the technology toward 2050 deployment
    • Ability to increase Australiaโ€™s capability and knowledge base
    • Potential for replication across industries
    • Quantified carbon abatement outcomes
    • Evidence of durability/permanence of COโ‚‚ storage

     

    2. Capacity, Capability and Resources (30%)

    Applicants must demonstrate:

    • Proven track record delivering similar projects
    • Access to skilled technical and management personnel
    • Strong project partnerships and collaboration frameworks
    • Clear governance and project management structure
    • Detailed implementation plan, timelines, risks and mitigation strategies
    • Access to infrastructure, IP, regulatory approvals and equipment
    • Ability to scale or extend beyond grant funding

     

    3. Impact of Grant Funding (20%)

    Applicants must demonstrate:

    • How funding will expand or accelerate project scope
    • Whether the project would proceed without funding (additionality)
    • Level of co-investment leveraged (domestic and international)
    • Broader economic and industry impact

     

     

    To be competitive, applicants should demonstrate:

    • A highly innovative carbon technology with clear differentiation
    • A credible pathway to commercial scale and deployment
    • Quantified and evidence-based emissions reduction outcomes
    • Strong technical team and delivery capability
    • Clear project plan with milestones and risk mitigation
    • Confirmed co-funding and financial viability (with accountant declaration)
    • Strategic industry partnerships or collaborations
    • Alignment with hard-to-abate sectors and national priorities

     

    Applicants should prepare:

    • Detailed project plan (including risk management)
    • Comprehensive project budget
    • Accountant declaration for co-contribution
    • Supporting evidence addressing all assessment criteria
    • Letters of support (if applying as a consortium)

     

    Applications must be submitted via the online business.gov.au portal.
