Funding of up $150,000 to support ex-service organisations and veteran community groups in Victoria to deliver welfare and wellbeing-related activities for veterans and their families.

What is the Anzac Day Proceeds Fund (ADPF)?

The Anzac Day Proceeds Fund (ADPF) 2025–26 provides funding to ex-service organisations and veteran community groups in Victoria to deliver welfare and wellbeing-related activities for veterans and their families.

The Fund is administered by the Office for Veterans in the Department of Families, Fairness and Housing (DFFH), in partnership with the Victorian Veterans Council (VVC).

Anzac Day Proceeds Fund level of support

Funding Amount

  • State-wide organisations: Up to $150,000 in total across applications.
  • Regional/sub-branch organisations: Up to $50,000 in total across applications.
  • Organisations may submit more than one application, but funding may be reduced, and revised project plans may be requested.
  • There is no guaranteed minimum funding amount, and previously funded applicants are not assured funding in future rounds.

No co-contribution is strictly required. However:

  • In-kind contributions are encouraged, particularly from organisations with multiple or commercial revenue streams.
  • Higher levels of contribution may be viewed more favourably during assessment.

  • Applications close: 5:00 pm, 15 September 2025
  • Notification of outcomes: November 2025
  • Activity period: 1 January – 31 December 2026 (projects must start after 1 January 2026 and be completed within 12 months)

Anzac Day Proceeds Fund objectives and priorities

Projects must demonstrate direct welfare to veterans and/or their dependants to improve the wellbeing of veterans and their families in impactful ways.

The administrator will prioritise projects that supports the veteran community by funding a range of wellbeing-related activities and projects that:

  • target veterans who are women, First Nations, LGBTIQA+ and/or from culturally and linguistically diverse backgrounds (CALD) and veterans with disability
  • veterans who have experienced negative impact of service to their mental health
  • focus on post-1990 Australian Defence Force operations
  • can be sustained beyond grant funding
  • create and expand collaborative partnerships.

Projects and expenditure eligible for Anzac Day Proceeds Fund support

Eligible Projects and Expenditures

  • Direct welfare services, programs or assistance for the veteran community
  • Support for socially isolated veterans (e.g. transport to activities)
  • Health and wellbeing programs for veterans and families
  • Education costs for veterans’ dependants (uniforms, books, excursions)
  • Operating costs directly tied to welfare delivery (e.g. transport for shopping, social activities, medical needs)
  • Communication projects (electronic distribution methods only)
  • Equipment directly supporting veteran wellbeing (e.g. camping gear, uniforms, instruments, coffee machines)

Ineligible Projects and Expenditures

  • Purchase of vehicles (cars, buses)
  • Projects outside Victoria
  • Building capital works
  • Branded materials
  • Commemoration or education activities
  • Heating, utilities, or community education programs
  • Ongoing staffing, admin, advertising, IT, office equipment, whitegoods
  • Printing/postage (newsletters, flyers, pamphlets)
  • Projects already funded, or primarily the responsibility of, another government program
  • Projects already commenced before outcome notification

Other Anzac Day Proceeds Fund important details that you will need to know

To be eligible, organisations must:

  • Hold a valid ABN (or ATO letter confirming no withholding tax is required).
  • Be a not-for-profit entity, incorporated under relevant legislation (Corporations Act 2001, Associations Incorporation Reform Act 2012, or equivalent).
  • Be a local government entity or a social enterprise with a clear mission tied to veteran welfare/wellbeing (with constitution and financials submitted).
  • Demonstrate that the main activity is providing welfare or wellbeing services to the Victorian ex-service community.
  • Be financially solvent and based in Australia (projects must be delivered in Victoria).

 

Ineligible Organisations

  • State and federal government departments
  • Individuals and sole traders
  • Commercial enterprises
  • Public/private schools, preschools, TAFEs, universities (though they may auspice)
  • Hospitals and health service organisations
  • Groups that have failed to comply with terms of past departmental grants

Applications undergo a two-step process:

1. Eligibility Assessment – checks organisation and project eligibility.

2. Merit Assessment – applications are reviewed against the following questions:

  • What is the project? Clearly describe the welfare or wellbeing benefit to veterans.
  • Why is the project needed? Provide evidence of need and explain how it addresses gaps.
  • Who will benefit? Estimate numbers, demographics, locations, and priority cohorts (women, First Nations, LGBTIQA+, CALD, veterans with disability, veterans with mental health impacts).
  • How will the project be managed and delivered? Detail management structure, staffing/volunteers, partnerships, project planning, and delivery steps. Demonstrate capacity to complete the project in 12 months.
  • Sustainability and impact. Show how the project can be sustained beyond the funding period. Describe any collaborative partnerships and attach letters of support.
  • Changes in demand. Explain demographic shifts or changes in veteran welfare/wellbeing requests over the past two years.

 

The assessment panel (including VVC representatives) reviews all applications and makes recommendations. Final approval rests with the Minister for Veterans. All decisions are final.

1. Read and Understand the Guidelines

  • Download and review the full program guidelines in detail.
  • Ensure your organisation understands the funding priorities, eligible activities, ineligible costs, and reporting requirements.

 

2. Check Eligibility Thoroughly

  • Confirm your organisation meets the eligibility criteria (valid ABN or ATO exemption, not-for-profit or social enterprise status, main activity focused on veteran welfare/wellbeing, financial solvency).
  • Ensure you have no overdue reporting obligations for other DFFH grants — any overdue reports must be resolved before applying.
  • Organisations that do not meet all criteria will not be considered.

 

3. Prepare the Project Plan

  • Clearly define the activities, objectives, and intended outcomes of your project.
  • Ensure your project falls within the eligible activity period (1 January – 31 December 2026) and has not commenced prior to funding approval.
  • If your project involves partnerships, secure letters of support from collaborating organisations or auspice partners.

 

4. Gather Mandatory Documents

  • Refer to the list below for the information you’ll need to prepare.

 

Applicants should prepare the following before applying:

  • Evidence of the organisation’s principal objective (e.g. Patriotic Fund Registration, Articles of Association).
  • Recent financial statements (ACNC/CAV reports or audited financials).
  • Evidence that other project income is confirmed and available.
  • Letters of support from auspice organisations (if relevant) and project partners.
