Funding up to $50 million to support transformative investment in urban precincts based on the principles of unifying urban places, growing economies and serving communities.

What is the Urban Precincts and Partnerships Program?

The Urban Precincts and Partnerships Program (uPPP) is a key initiative by the Australian Government aimed at fostering sustainable, productive, and liveable urban precincts through collaborative partnerships.

The program offers two distinct funding streams:

  • Stream 1 for Precinct Development and Planning: to support master planning, consultation, design, business cases and partnership establishment.
  • Stream 2 for Precinct Delivery: to help deliver a specified project or projects as part of a precinct.

uPPP level of support

Stream 1: Precinct Development and Planning

  • Total Funding: $30 million over three years (2024-2027)
  • Funding Range: $500,000 to $5 million
  • Funding Coverage: Up to 100% of eligible project expenditure

Stream 2: Precinct Delivery

  • Total Funding: $120 million over three years (2024-2027)
  • Funding Range: $5 million to $50 million
  • Funding Coverage: Up to 100% of eligible project expenditure

uPPP important dates

  • Applications can be submitted at any time until funding is fully allocated.
  • Project Completion Date: 31 March 2027
  • End Date of Funding Commitment: 30 June 2027

uPPP objectives

The primary objectives of the uPPP are to:

  • Deliver transformative investment in urban communities.
  • Enhance liveability, sustainability, productivity, equity, and resilience of urban areas.
  • Foster partnerships among governments, businesses, and communities.
  • Facilitate connections with broader regions and surrounding communities.

Projects eligible for uPPP support

Stream 1: Precinct Development and Planning

  • Scoping, planning, design, and consultation activities for proposed precincts.
  • Development and formalisation of partnership relationships and responsibilities.
  • Business cases and feasibility studies.

Stream 2: Precinct Delivery

  • Construction of public infrastructure, open spaces, and catalytic buildings within a precinct.
  • Projects that activate precincts and are foundational to their development.

Other uPPP important details that you will need to know

  • Australian state/territory government agencies or bodies
  • Australian local government agencies or bodies
  • Universities
  • Incorporated and not-for-profit organisations

Applications will be assessed based on the following criteria:

  • Alignment with metropolitan strategies, community priorities, and other urban investment activities.
  • Contribution to economic opportunities, productivity, equity, and resilience.
  • Effective mitigation of climate risks and contributions to environmental outcomes.
  • Community engagement and collaboration with partners.
  • Capacity, capability, and resources to deliver the project.

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Deliver the project as outlined in the application.
  • Provide complete information requirements.

 

Prepare the following:

  • Project Plan: A detailed project plan outlining the scope, objectives, and expected outcomes.
  • Budget: A comprehensive budget detailing all income sources and eligible expenditure items.
  • Partnership Evidence: Documentation confirming the establishment of partnerships and their roles and responsibilities.
  • Authority for Land Use: Evidence confirming authority for use of the land or infrastructure required for the project.
