Grants of up to $30,000 to support projects that honour or commemorate the service of veterans and to educate Victorians about veterans and their contributions.

What is the Victoria Remembers Grant Program (VRGP)?

The Victoria Remembers Grant Program (VRGP) is delivered by the Victorian Veterans Council in partnership with the Victorian Government, the program supports projects that preserve wartime heritage, engage communities, and increase awareness of veterans’ diverse experiences.

Victoria Remembers Grant Program level of support

  • Minimum funding available: $1,000
  • Maximum funding available: $30,000
  • Organisations may submit more than one application, but the combined value cannot exceed $30,000 in this round.
  • No mandatory co-contribution is required. However, the program encourages in-kind contributions, particularly from organisations with multiple or commercial revenue streams, and may look more favourably on applications with higher contributions.
  • Organisations not registered for GST may use grant funds to cover GST-inclusive costs. GST-registered organisations must submit GST-exclusive costs.

  • Applications close: 5:00 pm, 15 September 2025
  • Outcomes notified: November 2025
  • Project delivery: 1 January 2026 – 31 December 2026

Victoria Remembers Grant Program priorities

Funding priorities include projects that:

  • Address the experiences of women, First Nations veterans, LGBTIQA+ veterans, CALD veterans, veterans with disability, and those impacted by service-related mental health challenges.
  • Focus on post-1990 Australian Defence Force operations.
  • Expand collaborative partnerships between organisations and communities.

Projects and expenditure eligible for Victoria Remembers Grant Program support

Examples of eligible projects include:

  • New war memorials where none currently exist, or those commemorating specific campaigns or Victoria Cross recipients.
  • Commemorative events marking significant anniversaries (e.g. every 5th or 10th year) and engaging school children.
  • Public education projects such as podcasts, films, websites, or digital publications distributed broadly.
  • Preservation of wartime heritage, including conservation of objects with historical significance and displays to increase public access.

Ineligible Expenditures

Funding cannot be used for:

  • Repairs/restoration of existing memorials.
  • Capital works, building maintenance, or office equipment.
  • Projects outside Victoria or on Defence land.
  • Weapons, military vehicles, or decommissioned assets.
  • Staffing, administration, IT, musical instruments, or sporting equipment.
  • University research projects.
  • Veterans’ reunions, conferences, catering, or memoir publications.
  • Printing or publishing of books.
  • Interstate/overseas travel.
  • Activities funded primarily under other government programs.
  • Projects already commenced before grant announcements.

Other Victoria Remembers Grant Program important details that you will need to know

To be eligible, organisations must:

  • Hold a valid ABN (or provide ATO confirmation of exemption).
  • Be a not-for-profit organisation, local government authority, ex-service organisation, educational institution, or eligible social enterprise.
  • Be financially solvent and based in Australia, with the project delivered in Victoria.
  • Have no outstanding reports for past or current DFFH-funded grants.

 

Ineligible organisations include:

  • Individuals and sole traders.
  • State or federal government departments.
  • Public companies limited by shares (unless not-for-profit).
  • Commercial enterprises.
  • Organisations receiving revenue from electronic gaming.
  • Hospitals and health service organisations.

 

Auspice Arrangements

Unincorporated groups may apply through an auspice organisation that meets eligibility requirements. The auspice body assumes legal and financial responsibility for the grant. Applications must include:

  • A letter of support from the auspice organisation.
  • A memorandum of understanding outlining responsibilities.

All applications undergo:

Eligibility Assessment – to confirm the applicant and project meet eligibility rules.

Merit Assessment – assessed against the following criteria:

  • What is the project? Describe how the project will educate Victorians or commemorate veterans’ service.
  • Why is the project needed? Explain its significance, how it addresses community need, and what will happen if it is not funded.
  • Who will benefit? Identify beneficiaries, especially priority cohorts such as women, First Nations veterans, LGBTIQA+ veterans, CALD veterans, veterans with disability, or those affected by service-related mental health issues.
  • How will the project be delivered? Outline timelines, management structures, and consultation processes. Demonstrate capacity to complete within 12 months.
  • Promotion and approvals: Explain how the project will be promoted (e.g., media, school engagement) and whether approvals or permits are required.
  • Impact and reach: Detail how the project will commemorate or educate, including numbers of participants reached in education projects.

 

Applications are reviewed by a panel (including the Victorian Veterans Council), with final approval made by the Minister for Veterans.

Note: No specific weightings or percentages are provided in the guidelines. All decisions are final.

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Deliver the project/s as outlined in the application.
  • Provide complete information requirements.

 

When preparing your application, make sure you demonstrate the following:

  • Clear project purpose – show that your project either commemorates veterans’ service or educates Victorians about their contributions.
  • Strong alignment with funding priorities – highlight if your project involves women, First Nations, LGBTIQA+, CALD veterans, veterans with disability, or those with service-related mental health challenges, or if it focuses on post-1990 ADF operations.
  • Community benefit – outline who will benefit from the project and why it is important to your community.
  • Capacity to deliver – provide a realistic plan, timeline, and evidence that your organisation has the skills, staff/volunteers, and resources to complete the project within 12 months.
  • Sound budget and financial management – include accurate costings, identify in-kind contributions where possible, and demonstrate that your organisation is financially solvent.
  • Project partnerships – where relevant, show collaboration with other organisations, councils, schools, or community groups.
  • Sustainability and legacy – explain how the project’s impact will continue beyond the funding period (for example, ongoing community use, educational value, or preservation of heritage).
  • Promotion and engagement – describe how you will promote the project, involve the community, and encourage participation (especially youth or schools for commemorative events).
  • Compliance – confirm that all required permits, approvals, and mandatory documents (such as financial statements and auspice agreements if applicable) are provided.

 

By addressing each of these points clearly, applicants can present a strong case for funding and improve their likelihood of success.

Applicants must prepare and upload:

  • Evidence of organisational type (e.g. ACNC registration, council confirmation).
  • An annual statement of financial information.
  • Evidence of confirmed project income from other sources (if applicable).
  • For auspice applications: signed auspice form and letter of support.
  • Letters of support from project partners (optional but encouraged).
