What is the Traceability Grants Program (TGP)?

Traceability is the ability to follow the movement of a product through stages of production, processing, and distribution (ISO 2007). Australiaโ€™s agricultural traceability systems include all government regulation and industry arrangements that enable tracking and tracing of agricultural commodities and products along supply chains.

Agricultural traceability is a critical and fundamental infrastructure for emergency response, and Australiaโ€™s economy and prosperity. In recognition of this, the Australian Government has co-designed the first ever National Agricultural Traceability Strategy 2023 to 2033 (the strategy) with industry, state and territory governments, and other interested stakeholders, to guide research, as well as industry and government investment to improve our already strong systems, increase efficiencies, and deliver benefits to farmers.

The Australian Government has committed over $100 million to modernise and enhance our agricultural traceability systems. The funding supports improved traceability outcomes; encourages uptake of traceability in agricultural industries; creates value-added opportunities such as trade and market access and increased efficiency in meeting compliance obligations; and enables effective preparedness and responses to biosecurity and food safety incidents.

TGP level of support

Grants

  • The minimum grant amount is $50,000
  • The maximum grant amount is $500,000
  • Funding up to 100% of eligible project costs

Co-contribution

  • Demonstrate value for money by identifying any co-contributions by your organisation or participatory partner(s) in the project (including financial and in-kind contributions)

TGP objectives and outcomes

The objectives of the TGP are:

  • Support industry projects that will enhance our agricultural supply chain traceability systems. This includes developing and trialling technologies that digitise information flow.
  • Provide an advantage for our exporters in overseas markets that will assist them to maintain their competitive edge.
  • Increase opportunities to export Australian commodities

The intended outcomes of the Traceability Grants Program are:

  • Broad enhancement of the traceability systems that support our agricultural export supply chains, through projects with measurable outcomes.
  • Exporters are able to use the enhancement of our traceability systems to assist in maintaining their competitive edge in export markets.
  • More farmers, producers and processors consider exporting, especially those involved in exporting high risk commodities.
  • Traceability system enhancements are cost effective because they use existing systems and technologies where possible.

TGP priorities

The Traceability Grants Program – Round 3 is to fund projects that meet the program objectives and focus on the priority action areas of the strategy that require further investment:

Enhance and support trust and adoption of agricultural traceability through demonstration of value-add and return on investment.

  • Identify value propositions that support interoperability, scalability, affordability and repeatability.
  • Develop use cases and benefits analyses (including cost benefits) to inform business decision-making and continuous improvement drawing on existing pilots, case studies and initiatives.
  • Demonstrate the value of these case studies.

Improve two-way, producer-consumer information flows to identify value-add creation and distribution opportunities and drive business development.

  • Scope the market intelligence needs of early supply chain participants.
  • Identify and expand feedback loops to early supply chain participants, including producers.
  • Foster the timely sharing of valuable market intelligence back to early supply chain participants.
  • Evaluate value-add, and creation and distribution opportunities.

Establish a flexible and responsive agricultural traceability research and development agenda.

  • Investigate opportunities to increase support for national traceability research and development priorities.
  • Support innovative research design for translation into practical solutions.
  • Strengthen and expand forums to share research and development e.g. an Industry-Government biennial national traceability summit.
  • Identify pathways to translate research findings into the most appropriate measures.
  • Leverage international relationships to collaborate and coordinate on research and development and improve national best practices.

Activities and expenditure eligible for TGP support

To be eligible your grant activity (or activities) must:

  • address the program objective.
  • target at least one of the three priority areas for action referred to in section 2.1.
  • clearly and explicitly state how your project aligns to the objective and the priority areas for action within the application form and associated templates.

Eligible expenditure items are:

  • Reasonable costs associated with the delivery of the activities, for example, salaries and on-costs of those directly associated with the project delivery.
  • Eligible travel costs (including accommodation, flights, travel insurance and general travel expenses). Travel costs must be directly related to the project and agreed as a part of the grant agreement and/or the activity work plan.

You cannot use the grant for the following activities:

  • purchase of land
  • wages
  • major capital expenditure
  • the covering of retrospective costs
  • costs incurred in the preparation of a grant application or related documentation
  • subsidy of general ongoing administration of an organisation such as electricity, phone and rent
  • major construction/capital works 
  • activities for which other Commonwealth, state, territory or local government bodies have primary responsibility
  • core business expenses not directly related to carrying out the project, including administrative, overhead and infrastructure costs and relocation costs or living expenses
  • protecting or patenting intellectual property
  • establishing new commercial ventures (that is, the set-up costs associated with a new commercial venture)
  • ineligible travel costs (including accommodation, flights, travel insurance and general travel expenses). Travel costs must be directly related to the project and agreed as a part of the grant agreement and/or the activity work plan.

Other TGP important details that you will need to know

To be eligible you must:

  • have an Australian Business Number (ABN)
  • be registered for the purposes of GST
  • have an account with an Australian financial institution.

 

and be one of the following entity types:

  • a company incorporated in Australia
  • an incorporated association
  • a partnership
  • a joint (consortia) application with a lead organisation
  • a not-for-profit organisation
  • a publicly funded research organisation as defined in the Glossary
  • an Aboriginal and/or Torres Strait Islander Corporation registered under the Corporations (Aboriginal and /or Torres Strait Islander) Act 2006.

 

You are not eligible to apply if you are:

  • an organisation, or your project partner is an organisation, included on the National Redress Schemeโ€™s website on the list of โ€˜Institutions that have not joined or signified their intent to join the Schemeโ€™ (www.nationalredress.gov.au)
  • a Commonwealth, state, territory or local government agency or body (including government business enterprises)
  • an individual
  • unincorporated association
  • overseas resident/organisation
  • any organisation that does not meet the criteria set out in section 1 of the guidelines.

Criterion 1: Project alignment to the grant program purpose, objective and outcomes (25 points)

  • the projectโ€™s overall aim(s) and why it is important, including how it will align to the three targeted priority areas for action (4, 6 and 9) of the strategy referred to in section 2.1 of the guidelines
  • which priority action areas the project will deliver against and how will it achieve them
  • partnership(s) and collaboration in the project, for example across industry, scientific organisations; cooperative research centres; state, territory or local governments; corporate Commonwealth entities; universities; or, public and private research organisations
  • the long-term benefits that your activities will deliver to industry and Australian agriculture.

 

Criterion 2: Suitability and effectiveness of the project to achieve its aims (25 points)

  • the activities you will undertake including how, where and when they will occur
  • how the proposed methodology(ies) or approach(es) to undertaking the project activities will assist with achieving the projectโ€™s aim(s)
  • the specific partner(s) involved in the project and the activities they will undertake to support achieving project outcome(s)
  • how progress towards achieving the projectโ€™s outcome(s) will be measured
  • potential risks to the success of the project and how these are to be managed or mitigated.

Criterion 3: Capacity, capability and resources to deliver your project (25 points)

  • your organisationโ€™s ability to deliver the outcomes, your track record (if any) in delivering similar projects, and access to (and availability of) personnel with the right skills and experience relevant to the project
  • how you will pro-actively manage and monitor your project, including taking responsibility for oversight
  • how your organisation will work with partners, and engage agricultural industry and other relevant stakeholders to inform design and delivery of grant activities
  • how you will pro-actively monitor and manage risks for grant activities.

Criterion 4: Value for money (25 points)

  • how the funding requested is proportionate to the aim(s) of your project
  • any co-contributions by your organisation or participatory partner(s) in the project (including financial and in-kind contributions)
  • any future financial or private benefit(s) that may accrue from delivering on the project
  • how your project outcomes could be applied across other agricultural sectors or the supply chain in the future to reduce barriers to adoption of agricultural traceability and support regulatory and commercial compliance capability.

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Deliver the project as outlined in the application.
  • Provide complete information requirements.

 

The following documents are required with your application:

  • an indicative project budget using the mandatory template
  • a risk management plan using the mandatory template
  • a letter of support signed by each of the consortia partners (required for joint (consortia) applicants only โ€“ refer to section 7.2 of the guidelines for details).

 

You must attach supporting documentation to the application form in line with the instructions provided within the form.
