What is the Research and Innovation Capacity and Capability Building Program
The Research and Innovation Capacity and Capability Building Program (RICCBP) is a funding initiative under the Western Australian (WA) Future Health Research and Innovation (FHRI) Fund.
This program aims to enhance WAโs health and medical research and innovation capacity through workforce skill development, knowledge building, fostering collaboration, and increasing national and international competitiveness.
RICCBP level of support
The RICCBP offers funding through two primary streams:
- Expert Grant Review Service (EGRS): Up to $300,000 per annum for up to 3 years (maximum of $900,000).
- Research and/or Innovation Development Programs: Up to $400,000 per annum for up to 3 years (maximum of $1,200,000).
Co-contribution Requirement: There is no specified mandatory co-contribution for this program. However, in-kind support is encouraged, and budget justification will be a significant factor in the assessment process.

- Increase the national and international competitiveness of WA health and medical researchers and innovators.
- Support career pathways for WA health and medical researchers and innovators.
- Build a stronger, collaborative health and medical research and innovation ecosystem in WA.
Projects and expenditure eligible for RICCBP support
Initiatives under the RICCBP must address WAโs health and medical research and innovation capacity and capability needs or opportunities. Projects can fall under one of the following two streams:
- Expert Grant Review Service (EGRS): This service provides expert reviews of health and medical grant applications from WA researchers and innovators to strengthen their applications and increase their likelihood of success.
- Research and/or Innovation Development Programs: These programs provide training, mentoring, networking, or educational initiatives aimed at addressing specific gaps in WAโs health and medical research and innovation sectors.

Organisations eligible for RICCBP support
Eligible applicants include any WA-based institutions or entities with an active Australian Business Number (ABN).
The Activity Lead must be an Australian or New Zealand citizen, a permanent resident of Australia, or hold an appropriate work visa for the duration of the activity.

RICCBP assessment criteria
The assessment of applications will be based on several key criteria, each carrying significant weight in the overall evaluation process. The criteria are:
- Identified Need and Impact (50%): This criterion evaluates the gap or need the proposed activity aims to address. The assessment will consider the strength of the evidence provided to support the identified need, the potential impact of the activity in addressing this need, and the differentiation between the proposed activity and existing or competing initiatives.
- Collaboration and Partnership (50%): Collaboration is crucial in the RICCBP. Applications will be assessed on the strength and relevance of partnerships formed with stakeholders, including other researchers, innovators, and consumer representatives. Evidence of involvement of these groups in the planning, design, and ongoing evaluation of the activity will be critical.
For those invited to submit a full proposal after the EOI stage, the following additional criteria will be assessed:
- Track Record and Capability (30%): This criterion examines the capability of the proposed team to deliver the activity. Evidence of relevant leadership and mentoring experience, grant review expertise, and a strong track record in delivering similar activities will be considered.
- Achievability and Sustainability (35%): Proposals must include a clear governance framework and a realistic timeline for achieving milestones. The sustainability plan should outline how the program or service will continue beyond the grant period, or how it will be appropriately decommissioned.
- Accessibility (35%): The program must be accessible to a wide audience, extending beyond the entities directly involved in its development. Proposals should include a prioritisation framework to ensure fair and broad access to the programโs benefits.

How do I get the RICCBP?
Applicants must:
- Read and understand the guidelines.
- Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
- Deliver the project as outlined in the application.
- Provide complete information requirements.

It is essential to ensure that you meet all eligibility criteria and provide a comprehensive and well-justified proposal. Below are key areas to focus on:
- Evidence of Need: Clearly articulate the specific gap or need your activity addresses.
- Collaboration Strategy: Detail how you plan to collaborate with other researchers, innovators, and consumer representatives.
- Budget Justification: Prepare a detailed budget that aligns with the scope and scale of your proposed activity.
- Sustainability Plan: Develop a sustainability plan that explains how the activity will continue beyond the funding period.
- Governance Framework: Include a governance framework that outlines how the activity will be managed and monitored.
- Consumer Involvement: If applicable, describe how consumers will be involved in the activity.
- Timeline and Milestones: Provide a realistic timeline for the completion of your activity, with clear milestones.
- Intellectual Property Considerations: If your activity involves the creation or use of intellectual property (IP), include details on how IP rights will be managed. Ensure compliance with the WA Government Intellectual Property Policy 2023.
