What is the Net Zero Manufacturing Initiative (NZMI)?

The Net Zero Manufacturing Initiative is a key part of the NSW Governmentโ€™s commitment to achieving net zero by 2050.

The Net Zero Manufacturing Initiative brings together 3 programs part of the Net Zero Plan Stage 1: 2020 โ€“ 2030:

  1. Clean Technology Innovation – Accelerate the research, development and commercialisation of emerging clean technologies.
  2. Low Carbon Product Manufacturing – Expand and increase our local manufacturing capacity of low carbon products and materials.
  3. Renewable Manufacturing – Expand and increase our local manufacturing capacity of components for renewable energy.

There are 5 funding streams available across the 3 programs.

  • Clean Technology Innovation – Commercial readiness stream
  • Clean Technology Innovation – Project development stream
  • Low Carbon Product Manufacturing – Construction ready stream
  • Low Carbon Product Manufacturing – Project development stream
  • Renewable Manufacturing – Construction ready stream

NZMI level of support

1. Clean Technology Innovation – Up to $25 million

  • Commercial readiness stream – Up to 50% of project costs, ranging between $250,000 and $5,000,000 per successful grantee.
  • Project development stream – Up to 50% of proposed activity costs, up to $250,000 per successful grantee.

2. Low Carbon Product Manufacturing – Up to $100 million

  • Construction ready stream – A total of $95 million is available under the first round of the LCPM construction ready stream. Grants range between $2 million and $20 million.
  • Project development stream – A total of $5 million is available under the first round of the LCPM project development stream. Grants range between $50,000 and $900,000 per eligible project development activity.
  • Successful applicants must provide a cash contribution of at least 50% of the total project cost from non-NSW Government sources. This applies to both Low Carbon Product Manufacturing streams. In-kind (non-financial) contributions are not counted towards the 50% contribution of the total project costs.

3. Renewable Manufacturing – Up to $150 million

  • A total of $150 million is available under the first round of the RM construction ready stream. Grants range between $5 and $50 million per successful project.
  • Successful applicants must provide a cash contribution of at least 50% of the total project cost from non-NSW Government sources. In-kind (non-financial) contributions are not counted towards a 50% contribution of the total project costs.

NZMI objectives

The Net Zero Manufacturing Initiative will: 

  • support a steady stream of new low emission technologies entering the market
  • build local manufacturing capacity of low carbon products and components for the renewable industry.

1. Clean Technology Innovation

  • test the technical and commercial feasibility, viability and or compliance of a product or project
  • accelerate and expand the research, development and commercialisation of low emissions technologies that show potential for becoming scalable, replicable and cost-effective
  • create an ecosystem that can develop the capability to foster clean technology innovation
  • attract world-class clean technology companies and innovations to NSW, making NSW into a clean technology superpower.

2. Low Carbon Product Manufacturing

  • driving economic growth across NSW
  • increasing investment and employment in new low carbon industries
  • supporting a diverse, self-sufficient, resilient, and competitive low carbon manufacturing sector
  • establishing new industrial facilities and advanced manufacturing capabilities to help decarbonise NSWโ€™s economy.

3. Renewable Manufacturing

  • drive economic growth across NSW
  • grow NSWโ€™s renewable energy supply chain capacity and capability
  • alleviate supply chain risk and secure supply for the NSW renewable energy sector.

Projects eligible for NZMI support

Examples of projects that might be funded:

1. Clean Technology Innovation – Clean technologies that support advancement in:

  • energy systems and electrification
  • land and primary industries
  • power fuels, including hydrogen.

2. Low Carbon Product Manufacturing – Production and manufacturing of low carbon:

  • building materials
  • chemicals
  • power fuels and biofuels derived from biomass
  • agricultural inputs.

3. Renewable Manufacturing – Production and manufacturing of:

  • renewable energy components (generation, storage and transmission)
  • hydrogen electrolysers.

  • financial and commercial feasibility of your project (market viability)
  • strategic significance of your project (CO2e reduction potential).

 

3. Low Carbon Product Manufacturing โ€“ Project development stream

  • purpose and capability to deliver
  • strategic significance of the project
  • value for money and affordability of your project to government

 

4. Renewable Manufacturing โ€“ Construction ready stream

  • deliverability and technical feasibility of your project
  • financial and commercial feasibility of your project, market viability only

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Deliver the project as outlined in the application.
  • Provide complete information requirements.
