What is the Medtech Manufacturing Capability Program (MMCP)?

The Medtech Manufacturing Capability Program (MMCP) supports medical technology companies and manufacturers based in Victoria to build their capacity to scale up. It funds initiatives that will verify or validate manufacturing processes, commercial prototypes, and other related activities that will aid local Medtech manufacturing. This may involve undertaking tasks that would otherwise be performed overseas or that would be carried out within at least a year with the addition of program funding. 

The funding will cover any stage of development, from proof of concept to launch, or facilitate existing Medtech manufacturers in expanding production for novel product/market/customer prospects.

MMCP level of support

Grants

  • Minimum grant – $100,000
  • Maximum grant – $500,000

Co-contribution

  • A minimum 1:1 grant : cash co-contribution is required
  • In-kind contributions will not be accepted as part of the necessary cash co-contribution

MMCP important details that you will need to know

The objectives of the MMCP program are to:

  1. enhance the ability of Victoria’s Medtech companies to produce products and build the value chain
  2. generate more Medtech projects that are made in Victoria
  3. speed up Medtech project development, clinical/regulatory approval, and production for increased revenue and employment possibilities

 

To be eligible, applicants must:

  • be an incorporated Australian business with an ABN and existing operations in Victoria
  • be a registered employing business for WorkCover Insurance with WorkSafe Victoria and have an annual turnover of less then $50 million
  • match any grant funding on a 1:1 cash co-contribution basis
  • provide financial reports for the previous three financial years
  • participate in future program evaluation activities,

 

Applicants not eligible are:

  • commonwealth departments, agencies or bodies, and state departments, agencies, entities or other bodies established under the Public Administration Act 2004 (VIC) or equivalent legislation of another Australian jurisdiction
  • unincorporated associations, non-employing businesses, universities or research organizations

 

To be eligible for grant funding, a project must aim to develop a manufactured Medtech product or value chain inputs.

  • The product must be:
    • wholly or partially manufactured in Victoria
    • a medical device used to diagnose, prevent, monitor, treat, or alleviate a disease or injury, or modify or monitor anatomy or physiological functions of the body, or intended for use in a healthcare environment
    • an enabling Medtech product or device that uses assistive, additive manufacturing, or 3D printing technologies

 

  • The product must be relatively advanced in development, either:
    • at least at proof-of-concept stage equivalent to GAITS Stage 3, as assessed by the applicant against the Assessment Tracking System
    • verified with research and development or other pre-clinical studies

 

Grant funding must be used for eligible activities related to Medtech manufacturing in Victoria.

Examples of eligible activities or expenses include:

  • accessing facilities, capabilities, or services for testing, verification, validation, development, or scaling up a manufactured product for new market opportunities
  • accessing clinical know-how and sites to validate or iterate Medtech products or gain market feedback to achieve local market procurement
  • developing standard operating procedures or achieving accreditation for relevant ISO Medtech manufacturing standards
  • accessing specialist capabilities to address regulatory or quality requirements, R&D tax incentive, product launch, access to markets, and advanced training
  • purchasing capital equipment to support manufacturing scale-up and end-to-end product development

 

The following are not eligible for support:

  • costs that are already fully or partially funded by government funding
  • regular operational expenses, such as staff costs, communication, travel, entertainment, accommodation, and office computing equipment
  • routine replacement or minor upgrading of equipment
  • printing, stationery, postage, and bank charges
  • any amount paid for the goods and services tax
  • expenses related to preparing the grant application, project reports, and variation requests
  • building routine websites, sales and promotional activities, marketing, or communication campaigns
  • retrospective funding for activities that have already started
  • any other expense determined by the department in its absolute discretion

 

The following information is required with an application:

  • a project plan
  • evidence of project validity
  • evidence of co-contribution
  • quotations, including scope of services for any proposed third-party service providers
  • demonstration that third-party providers have the required skills, qualifications, and accreditations to provide authoritative advice on the topic sought
  • financial reports for the last three financial years
  • if the latest financial report is more than six months old, up-to-date management or interim accounts for the current year
  • financial projections for the next three financial years

 

Additional requirement for grants over $200,000

  • addendum to the project plan including a detailed quality of investment analysis

– Comprehensive project plan with timelines, budget, and risks
– Access to required resources for successful delivery, including partnerships and approvals

Need for Government Support– Demonstration of need for government funding and its benefits in terms of scale, timing, and impact on future sustainability and competitiveness
– Consideration of any additional activities for future use of the business

How do I get the MMCP?

Applicants must:

  • carefully read program guidelines
  • meet all the eligibility criteria outlined in the program
  • compile necessary supporting documents detailed in the “Documentation and Information Requirements” section

Successful applicants will demonstrate:

  • a proposed project aligned with the objectives and outcomes of the program
  • a sound project methodology
  • an appropriate budget relative to outcomes, as well as a risk management plan
  • a multi-disciplinary research team with the capacity, capability and experience to deliver the project in full within the agreed timeframe
  • track record and experience in managing similar projects
