What is the Agriculture TAFE and Training Fund ATTF?

The Agriculture TAFE and Training Fund (ATTF) provides support to TAFEs and other training providers to deliver high-quality, modern and flexible training for students to build careers in agriculture and help develop a more productive agricultural sector.

The ATTF forms part of the Victorian Governmentโ€™s $50 million Agricultural Modernisation Program Fund, which recognises the need to modernise the agricultural sector and skill the next generation of agricultural workers. The ATTF aims to provide the sector with people who are entrepreneurial, innovative and resilient in the face of change.

Co-contribution

Co-contribution is not a requirement; however, additional funding and in-kind contributions will be considered during assessment.

ATTF important details that you will need to know

The objectives of the ATTF are to ensure that:

  • Victoria develops a more productive agriculture sector supported by targeted training and skill development that is delivered by Victoriaโ€™s TAFE and training sector.
  • Victoriaโ€™s training system is delivering the right training that is modern, meets the needs of the agriculture sector and delivered by trainers with the appropriate capability to ensure the agriculture industry has the skilled workforce for the future
  • Victoriaโ€™s training system is better connected as an agricultural skills development pipeline, from schools through vocational education and training, into higher education and ongoing skills development in the workplace
  • Victoriaโ€™s training system is inclusive of all users, ensuring Culturally and Linguistically Diverse (CALD) communities, remote people, long-term unemployed, women, and people living with disabilities are supported to engage in agricultural training
  • Victoriaโ€™s agricultural training system incorporates Aboriginal knowledge and practices and involves and attracts more Aboriginal and Torres Strait Islander people

The following organisations are eligible to apply:

  • Victorian TAFEs
  • Registered Training Organisations (RTOs) holding a current Skills First VET Funding Contract
  • RTOs who do not hold a current Skills First VET Funding Contract but have demonstrated experience delivering specialised training in agriculture in Victoria
  • Learn Locals

Organisations not listed above can partner on a project with an eligible lead applicant.

Eligible organisations may only submit one application as lead organisation but may partner on multiple applications.

The ATTF will support agriculture projects that include more than one of the following deliverables:

  • Curriculum design and delivery
  • Equipment, technology and capital refurbishment
  • Other costs required to deliver the project

Projects must be delivered in Victoria and be endorsed by industry, such as through an industry association/ organisation or relevant local business.

Projects can relate to pre-accredited training programs, accredited courses, micro-credentialling (such as skill sets) or non-accredited training, provided this is justified in the application, has industry support and is tied to an identified job opportunity or skills demand, or as preparation for further learning.

Curriculum design and delivery

Costs of designing and delivering new training. This can include:

  • instructional design for new courses, subjects and training packages or to significantly update existing training
  • subject matter expert costs for design of new content
  • senior educator costs
  • teaching staff costs (including on-costs)
  • training and assessment resource development
  • other delivery costs, such as guest speakers
  • costs associated with developing an accredited course where there is an identified gap in the AHC Training Package
  • travel costs including transport, accommodation and meal allowances for travel associated with delivery
  • teacher upskilling required for delivery of training to students
  • licenses required for delivery of the project

Equipment, technology and capital refurbishment

Equipment, including installation costs for large equipment, where there is a demonstrated need for delivery of the project. This can also include:

  • staff training for the equipment
  • refurbishment of existing buildings (maximum 25% of project costs)
  • costs to enable satellite delivery and to fund freight and delivery and mobile units

Other costs

Additional costs required to deliver the project, such as:

  • student marketing (maximum 10% of project costs)
  • training of Jobs and Careers Centre staff
  • administrative and project management costs (maximum 20% of project costs)
  • reporting and evaluation costs

Ineligible costs include:

  • current ongoing costs, including wi-fi and electricity running costs for equipment being used as part of a project
  • PPE required to maintain a COVID-safe learning environment
  • business as usual costs and overheads costs.
  • costs already funded through other programs or funding streams
  • costs covered under course overhead fees and material fees
  • capital expenditure other than refurbishment costs

Applicants must provide:

  • project information to demonstrate it meets the objectives of the ATTF, including:
    • information about budget, timing, governance, risk management, communications and marketing, evaluation, scalability and legacy plan (template provided)
    • a detailed budget with robust rationale (template provided). Items over $20,000 to include either a quote from suppliers or a link to the item on their website
  • signed approval of the budget from the organisationโ€™s Chief Financial Officer (or equivalent)
  • at least one statement of support from an agriculture industry organisation that details how the project will address future industry needs
  • evidence of current status as an eligible organisation

The level of detail in evidence provided should be proportional to the size and complexity of the project.

How do I get ATTF?

You should read and understand the guidelines.

Successful applicants will demonstrate:

  • an innovative project that reflects a clear understanding of student and industry needs and priorities
  • quality industry relationships that improve connections in the skills development pipeline to benefit learners, industry and the broader community 
  • an inclusive project that improves access to targeted groups, including CALD communities and ATSI people
  • a project team with the track record and necessary capacity and capability to support successful completion of the project within the agreed timeline
  • a project legacy plan that demonstrates the long-term viability of the project

Applicants are encouraged to consider the scalability of projects, such as how they can be set up as stages or modules, should only partial funding be available. Each stage must deliver benefits and not be reliant on subsequent stages to meet outcomes.
