Grant opportunities between $5,000 and $30,000 to support eligible multicultural organisations in South Australia to deliver festivals and events that showcase the stateโ€™s cultural diversity.

What is the Celebrate Together Grants?

The Celebrate Together Grants (CTG) 2025โ€“2026 provide annual one-off funding to eligible multicultural organisations in South Australia to deliver festivals and events that showcase the stateโ€™s cultural diversity. The program is designed to encourage community participation, foster social cohesion, and strengthen inclusion through the celebration of cultural traditions and heritage. The initiative is administered by Multicultural Affairs, within the Department of the Premier and Cabinet (DPC).

There are two funding streams:

  • Small Grants
  • Large Grants

Festivals and events must be held in South Australia and directly benefit culturally and linguistically diverse (CALD) communities, while promoting cross-cultural engagement.

Celebrate Together Grants level of support

Small Grants:

  • Up to $5,000
  • No co-contribution is required.

Large Grants:

  • Between $5,001 and $30,000
  • A dollar-for-dollar matched cash contribution is required. For example, an organisation requesting $20,000 in grant funding must contribute at least $20,000 in cash from other sources. In-kind contributions (e.g. volunteer time, donated goods or services) are not eligible as matched funding.

  • Small Grants โ€“ Round 2: Closing 14 September 2025 at 11:00pm. Events must be held between 1 January and 30 June 2026

Celebrate Together Grants objectives

The program aims to invest in multicultural communities to:

  • Increase public understanding of cultural diversity in South Australia
  • Celebrate and promote CALD communitiesโ€™ cultures, customs and identities
  • Build South Australiaโ€™s multicultural brand and cultural visibility
  • Support new and emerging communities to gain event delivery experience
  • Encourage partnerships between multicultural organisations and other sectors

Projects and expenditure eligible for Celebrate Together Grants support

Eligible projects include festivals and events that are:

  • Held in South Australia
  • Organised by multicultural organisations for their communities
  • Open or accessible to the broader South Australian public

Eligible costs include:

  • Venue and hall hire
  • Equipment hire (e.g. lighting, sound, AV, catering equipment)
  • Stage, marquee, table and chair hire
  • Traditional costumes for performers
  • Printing and marketing (e.g. flyers, posters, booklets)
  • Framed awards or certificates
  • Cleaning materials
  • Printing of community history books
  • Public liability insurance (up to $250)
  • Security guard hire

Ineligible expenditures

The following cannot be funded:

  • Events held before July 2025
  • Religious or political advocacy that undermines social cohesion
  • Food, beverages, catering or consumables
  • Travel, accommodation or interstate/overseas artist expenses
  • Prizes, sponsorships, donations or gift cards
  • Sporting competitions and digital-only events
  • Recurrent or ongoing operational costs
  • Marketing of the organisation itself
  • Equipment purchases or leases (e.g. sound systems, vehicles)
  • Volunteer honorariums or reimbursements
  • Activities already funded or under the responsibility of other government bodies

Other Celebrate Together Grants important details that you will need to know

To apply, organisations must:

  • Be non-government, not-for-profit, and one of the following:
    1. Incorporated under the Associations Incorporation Act 1985
    2. A public company limited by guarantee under the Corporations Act 2001
    3. A statutory authority established by an Act
    4. Registered with the Australian Charities and Not-for-profits Commission (ACNC)
  • Have a valid Australian Business Number (ABN)
  • Be based in South Australia
  • Demonstrate a primary purpose to support CALD communities

 

Ineligible applicants include:

  • For-profit organisations or individuals
  • Unincorporated associations
  • Educational institutions or their representative bodies
  • Government departments, agencies or organisations receiving existing Election Commitment funding
  • Organisations incorporated for less than one year
  • Organisations with outstanding obligations from previous grants

Eligible applications will be assessed in two stages:

Stage 1 โ€“ Screening

  • Confirm eligibility
  • Verify that the application is complete
  • Ensure no outstanding grant obligations

 

Stage 2 โ€“ Merit Assessment

Applications will be evaluated against the following:

1. Community need and outcomes

  • Clear description of the cultural group(s) involved
  • Evidence that the event meets a specific community or cultural need (e.g. anniversaries)
  • Clarity on how the event will benefit the community and celebrate cultural identity

 

2. Connection to the wider community

  • Evidence that the event will engage other multicultural communities
  • Collaboration between two or more multicultural organisations
  • Demonstrated history of partnership or joint delivery

 

3. Support for new and emerging communities

  • Priority given to organisations supporting newly arrived communities through the humanitarian program or those with limited networks

 

4. Organisational capacity

  • Demonstrated capability to deliver the project
  • Participation in quality improvement initiatives (e.g. Australian Service Excellence Standards)
  • Governance strength and inclusive culture
  • Previous grant performance
  • Inclusion of a comprehensive project plan (required for Large Grants)

 

5. Public interest and safety

  • Promotion of cultural harmony
  • No activities that threaten public safety or the Governmentโ€™s reputation
  • No recent political activity or affiliations that undermine inclusiveness

 

6. Financial need

  • Justification for requiring external funding
  • Limited capacity to self-fund the event

 

7. Value for money

  • Budget realism and supporting quotes
  • Cost proportional to anticipated community benefit
  • Other funding sources or in-kind support (not applicable as matched funding for Large Grants)

 

8. Equitable distribution

  • Consideration of funding equity across South Australiaโ€™s multicultural communities

 

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Deliver the project/s as outlined in the application.
  • Provide complete information requirements.

 

All applicants must provide:

  • A copy of the organisationโ€™s Constitution
  • Minutes from the most recent Annual General Meeting (within the last 18 months)
  • Most recent end-of-year financial report (within the last 2 years)
  • Public liability insurance certificate (naming the event or annual coverage)
  • Detailed quotes for all budget items
  • Details of grant funding received from other sources
  • Letters of support from South Australian not-for-profit partners (if applicable)
  • Letters of endorsement or recognition testimonials (optional)

Large Grant applicants must also provide:

  • A detailed Project Plan (timeline, activities, and milestones)
  • Evidence of matched funding (bank statements, grant confirmations, sponsorship agreements)
