The TAC LGGP offers four distinct funding categories:

- Infrastructure Grants: Up to $100,000 with a conditional 1:1 LGA contribution for implementing road safety infrastructure projects.
- Road Safety Strategy and Action Plan Grants: Up to $50,000 for developing comprehensive road safety strategies and action plans.
- Variable Message Sign (VMS) Grants: Up to $30,000 for purchasing VMS to promote road safety messages and behaviours.

The primary objectives of the TAC LGGP are to:

Projects eligible for TAC Local Government Grant Program support
The TAC Local Government Grant Program supports a diverse range of projects that contribute to reducing road trauma among vulnerable road users—particularly pedestrians and cyclists—through a Safe System approach. Eligible project types fall under four funding categories:
1. Analysis Projects
- These projects focus on identifying and analysing road safety issues affecting cyclists and pedestrians. Outcomes may include concept designs for infrastructure improvements, speed management solutions, and site-specific safety assessments. Projects should reflect Safe System principles and ideally involve collaboration with relevant stakeholders.
2. Infrastructure Projects
These projects aim to implement cost-effective road safety infrastructure designed to reduce the likelihood and severity of crashes. Examples include:
- Wombat crossings (raised pedestrian crossings)
- Shared Use Paths (SUPs)
- Separated on-road cycling lanes
Projects that reduce speed limits to 30–40 km/h or increase separation between vehicles and cyclists/pedestrians will be prioritised.
3. Road Safety Strategy and Action Plans
These grants support the development of council-wide strategies and action plans that embed road safety into long-term planning. Proposals must:
- Be based on Safe System principles
- Involve thorough community engagement
- Align with broader municipal plans (e.g. Health, Active Travel, Integrated Transport Plans)
- Include measurable goals and evaluation frameworks
LGAs are also encouraged to consider partnerships with neighbouring councils for region-wide approaches.
4. Variable Message Sign (VMS) Projects
- Supports the purchase and deployment of VMS units that promote road safety awareness and collect useful traffic data.

General Requirements (all grant categories)

- Project plans and anticipated outcomes – Clearly define the problem, objectives, and how the project will improve pedestrian or cyclist safety.
- Community engagement strategy – Outline how the community has been or will be involved in project design and support.
- Detailed budget – Include itemised cost estimates and any required quotes.

- Scaled site plans – Showing treatment location, relevant road names, and surrounding context (e.g. schools, parks, transport hubs).
- Aerial or survey base imagery – To clearly indicate the site and extent of proposed works.
- Design features – Indicate line markings, signage, kerb ramps, drainage, lighting, trees, footpaths, and parking zones.
- Photos – Of existing site conditions to support the application.
- Compliance references – Mention relevant standards such as the VicRoads Safe System Assessment Guidelines and Austroads Safe System Framework.
