What is the Large Energy User Electrification Support Program (LEUE)?
The Large Energy User Electrification (LEUE) Support Program is a grant initiative by the Victorian Government, managed through Sustainability Victoria. It aims to support large energy users in Victoria in transitioning from gas to electric power, reducing energy use and emissions, and enhancing industry capability.
LEUE level of support
Grants of $14,000 to $60,000 (up to $66,000 for regional projects) excluding GST are available per project. These funds are provided for feasibility assessments conducted by approved suppliers on up to four separate technologies.
No financial co-contribution is required, but in-kind support must be provided.

LEUE objectives
The program aims to achieve several key outcomes:
- Accelerate the electrification of industrial processes.
- Enhance access to Victorian Energy Upgrades (VEU) incentives.
- Increase understanding of energy savings and emissions reduction through electrification.
- Build industry capability in adopting electrification technologies.
Projects eligible for LEUE support
Eligible projects involve feasibility assessments for the following technologies:
- Heating, Ventilation, and Air Conditioning (HVAC)
- Low heat boilers (< 80 ยฐC)
- Medium heat boilers (> 80 ยฐC)
- Industrial processes including furnaces, ovens, dryers, and reactors

Organisations eligible for LEUE support
Eligible organisations include Victorian commercial or industrial businesses that can demonstrate average gas consumption of 10-100 terajoules per annum. This can be proven through gas bills, meter data, or National Greenhouse and Energy Reporting Scheme data from the last three years.

Applications will be assessed based on:
- Alignment with program objectives.
- Demonstrated need for the project.
- Capability and resources of the applicant.
- Feasibility and potential impact of the proposed project.

How do I get the LEUE?
Applicants must:
- Read and understand the guidelines.
- Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
- Deliver the project as outlined in the application.
- Provide complete information requirements.
Information to prepare for the LEUE application
Prepare the following information:
- Documents like gas bills, meter data, or National Greenhouse and Energy Reporting Scheme data
- Detailed project plan outlining the scope of work and expected outcomes.
- Evidence of gas consumption and eligibility.
- Commitment to in-kind support and collaboration with the approved supplier.
