What is the Targeted Call – Health Systems Solutions?
The WA Cook Government is investing $3 million into six high-impact projects under the Future Health Research and Innovation (FHRI) Fund – Targeted Call: Health System Solutions (TC-HSS) program. This funding aims to address health service challenges with cutting-edge innovations and is designed to bring researchers, healthcare providers, and industry together to improve patient outcomes across Western Australia.
Targeted Call – Health Systems Solutions level of support
- Innovation Maturity Level (IML) 3: $50,000 to $100,000 for activities up to 12 months
- IML 4–6: $250,000 to $500,000 for activities up to 24 months
- The grant does not require a co-contribution, but applicants must demonstrate that the Responsible Entity has other sources of income — the grant cannot constitute the organisation’s entire financial base.

Objectives:
- Develop and implement innovative solutions that directly address unmet needs or challenges identified by WA HSPs.
- Advance innovation maturity from proof of concept (IML 3) through to preliminary validation (IML 6).
- Foster partnerships across healthcare providers, researchers, industry, and community organisations.
- Promote scalable, system-wide improvements in health service delivery.
- Enable solutions that are sustainable, evidence-based, and have clear pathways to implementation.

- Improved efficiency and effectiveness of health services across WA.
- Enhanced patient experiences and clinical outcomes.
- Faster translation of health innovation from idea to implementation.
- Strengthened collaboration across sectors, encouraging co-designed and community-informed solutions.
- Economic, social, and environmental benefits for Western Australians, including job creation and reduced healthcare burden.
Projects and expenditure eligible for Targeted Call – Health Systems Solutions support
Eligible projects must respond to one of six business challenges from WA Health Service Providers (HSPs):
- Child and Adolescent Health Service (CAHS) – Early childhood health and prevention in the first 1,000 days
- East Metropolitan Health Service (EMHS) – Transforming elective surgical pathways with AI and virtual care
- North Metropolitan Health Service (NMHS) – Emergency Department digital triage and patient safety
- PathWest – Remote digital pathology and AI-supported diagnostics
- South Metropolitan Health Service (SMHS) – Seamless digital prehabilitation and post-surgery recovery
- WA Country Health Service (WACHS) – Innovative and culturally safe regional maternity care
Ineligible expenditures:
- Research not integral to the innovation activity
- Business-as-usual activities (e.g. quality improvement)
- Long service leave, parental leave, severance or termination payments
- Conference-related travel
- Activities already funded elsewhere or duplicative

Organisations eligible for Targeted Call – Health Systems Solutions support
Applicants must be based in WA and include:
- Health services
- Universities
- Medical research institutes
- Industry innovators
Other eligibility criteria:
- Must have an active ABN and physical presence in WA
- Must be able to demonstrate Freedom to Operate
- Innovation maturity must fall between IML 3 and IML 6
- HSP involvement is required at the Full Proposal stage (not at Concept Paper stage)
- Activity Leads must be citizens, permanent residents or visa holders and be based in WA for 80% of the activity duration
Targeted Call – Health Systems Solutions assessment criteria
Assessment occurs in two stages:
Stage 1: Concept Paper
- Is it an innovative solution (not research or quality improvement)?
- Will it address the HSP Business Challenge?
- Is it value for money?
Stage 2: Full Proposal
Evaluated by a multi-disciplinary panel using the following criteria:

How do I get the Targeted Call – Health Systems Solutions?
Applicants must:
- Read and understand the guidelines.
- Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
- Deliver the project/s as outlined in the application.
- Provide complete information requirements.

- Concept Paper (submitted by email as PDF or Word doc, ≤5MB)
- Full Proposal (by invitation only) must include:
- Project details
- Innovation Maturity Level (IML)
- Activity Lead and team roles
- Budget justification
- Letters of support (if applicable)
- Evidence of insurance (if required)
- Consumer involvement plan
Applications should also prepare for:
- Ethics and site governance approvals (if needed)
- Data access approvals for use of WA Health collections
