What is the Quality Use of Diagnostics, Therapeutics and Pathology Program – Health Professional Education?

The Health Professional Education Grant (HPEG), under the Quality Use of Diagnostics, Therapeutics and Pathology (QUDTP) Program, aims to enhance the education of health professionals in Australia. This initiative is a key element of the Australian Government’s efforts to improve the quality use of therapeutics, diagnostics, and pathology to ensure optimal health outcomes for Australians.

This grant focuses on fostering cross-sector collaboration and partnerships, developing evidence-based tools, and promoting the national delivery of free Quality Use of Medicines (QUM) interventions targeted at high-need areas and priority groups.

HPEG level of support

  • Minimum Amount of Funding: Not specified.
  • Maximum Amount of Funding: Up to $32,742,000 is available over four years, with a grant period running from 1 January 2025 to 31 December 2027.
  • Co-contribution Requirement: No co-contribution is required for this grant. However, funds from other government sources cannot be used for the same project.

The primary objectives of this grant opportunity are to:

  • Improve the quality use of diagnostics, therapeutics, and pathology for Australian health professionals.
  • Promote evidence-based initiatives that address priority areas within the health system.
  • Support national delivery of education to health professionals, fostering better patient care outcomes through the appropriate use of medicines and diagnostics.

Projects and expenditure eligible for HPEG support

Eligible projects must directly align with the grant’s objectives, focusing on delivering educational activities that promote the quality use of therapeutics, diagnostics, and pathology.

Eligible activities include:

  • Development and delivery of educational resources, such as webinars, learning modules, and academic detailing.
  • Cross-sector partnerships that promote QUM behaviours and system-wide approaches.
  • Initiatives targeting health professionals in priority areas such as aged care, complex chronic diseases, and rural communities.

Ineligible expenditure:

  • Clinical trials.
  • Purchase of land.
  • Major or minor capital expenditure, including construction.
  • Retrospective costs, including depreciation.
  • Purchase of assets over $1,000 without prior approval.
  • Overseas travel or activities outside of Australia.

Other HPEG important details that you will need to know

To be eligible for this grant, organisations must:

  • Be an Australian entity such as a company, incorporated association, or a ‘Table A’ higher education provider.
  • Have an Australian Business Number (ABN) and be registered for GST.
  • Be located in Australia.

Applications will be assessed based on the following criteria:

  1. Alignment with Program Objectives and Outcomes (40% weighting) – The proposed project must demonstrate clear alignment with QUM priorities and its potential to improve health outcomes.
  2. Project Methodology (20% weighting) – A clear project plan with measurable targets and a risk management framework must be outlined.
  3. Optimising Grant Funding (20% weighting) – Applicants must demonstrate cost-effective use of grant funds and the leveraging of existing resources.
  4. Capacity and Capability to Deliver (20% weighting) – Applicants must show they have the necessary expertise, experience, and governance structure to deliver the project on a national scale.

Before applying, applicants must prepare and attach the following documents to their application:

  • Proof of Entity Type: Documentation that confirms the organisation’s legal entity status, such as incorporation or registration documents.
  • Bank Verification: A recent bank statement (issued in the last six months) that includes the organisation’s BSB, Account Number, and Account Name.
  • Detailed Project/Activity Work Plan: A comprehensive outline of project activities, including stakeholder engagement strategies, timelines, and communication plans.
  • Itemised Project Budget: An Excel-based detailed budget outlining the expected costs and financial plan for the project.
  • Risk Management Framework: A plan that identifies potential risks, their impacts, and strategies to mitigate them.
  • Letters of Support (for consortium applications): If applying as a consortium, applicants must include letters of support from each project partner outlining their role and contribution.
  • Evidence of Board or CEO Support: Documentation demonstrating the board or CEO’s endorsement of the project.
  • Funding Strategy Documentation: Financial statements, loan agreements, or other supporting documents demonstrating the organisation’s capacity to finance the project.
