What is the Partnerships for Culturally Safe Cancer Care (PCSCC) grant program?

The Partnerships for Culturally Safe Cancer Care grant program is an initiative by Cancer Australia designed to improve cancer outcomes for Aboriginal and Torres Strait Islander people. The program focuses on supporting the implementation of innovative approaches to embed culturally safe, accessible, and responsive cancer care.

  • Total Funding Available: Up to $16,875,000 over three years
  • Individual Grants: Up to $1 million per partnership

PCSCC objectives

The primary objectives of the grant program are to:

  • Improve cancer care experiences and outcomes for Aboriginal and Torres Strait Islander people.
  • Enhance the capacity of cancer services to provide culturally safe and accessible care.
  • Build strong, sustained partnerships between cancer services and Aboriginal and Torres Strait Islander community-controlled organisations.
  • Promote self-determination by involving Aboriginal and Torres Strait Islander people in care decisions and service design.
  • Increase evidence, collaboration, and sharing of learnings among stakeholders.

Projects eligible for PCSCC support

Eligible projects should demonstrate how they will:

  • Establish partnerships between cancer services and Aboriginal and Torres Strait Islander community-controlled organisations.
  • Strengthen and embed culturally safe care practices.
  • Align with Optimal Care Pathways for Aboriginal and Torres Strait Islander people with cancer.
  • Include co-design, consultation, and communication activities developed with and for Aboriginal and Torres Strait Islander communities.
  • Ensure sustainability of grant activities beyond the funding period.

Expenditure eligible for PCSCC support

Grant funds can be used for:

  • Recruitment, employment, and training of specified cancer-related positions, including on-boarding costs.
  • Domestic travel required to deliver the activities.
  • Development and distribution of resources and information packs.
  • Feasibility studies, data scoping, and literature reviews.
  • Health promotion program costs and supporting health promotion merchandise.
  • Communications campaigns.
  • Activities related to monitoring, evaluation, and reporting that demonstrate success and support sustainability of grant activities.
  • Select assets specifically contributing to enhanced cultural safety and access, provided there is a commitment to fund ongoing costs beyond the grant period.
  • Program management, including governance and secretariat support.

Grant funds cannot be used for:

  • Costs that are a continuation of an existing project.
  • Ongoing organisational activities already established to meet local, jurisdictional, or national policies.
  • Service delivery by health professionals already covered by the Medicare Benefits Schedule or the National Health Reform Agreement.
  • Major construction or capital works.
  • Overseas travel.
  • Scholarships, research, PhD funding, or cash support.
  • Costs incurred in the preparation of a grant application or related documentation.
  • Subsidy of general ongoing administration of an organisation, such as electricity, phone, and rent.

Other PCSCC important details that you will need to know

Eligible applicants must demonstrate a partnership between a cancer service and at least one Aboriginal and/or Torres Strait Islander community-controlled organisation. Eligible entities include:

  • Cancer services supporting cancer diagnosis, management, and treatment.
  • Aboriginal and/or Torres Strait Islander community-controlled organisations.
  • Not-for-profit organisations supporting Aboriginal and Torres Strait Islander people affected by cancer.

 

Applicants must also:

  • Have an Australian Business Number (ABN).
  • Be registered for GST.
  • Have an Australian financial institution account.

Applications will be assessed based on:

  • Partnerships with Aboriginal and Torres Strait Islander Communities: Strong evidence of joint leadership and decision-making.
  • Project Innovation: Creation or testing of innovative, locally tailored approaches.
  • Project Design, Feasibility, Quality, and Sustainability: Alignment with grant objectives, sustainability beyond funding period, and best practice integration.
  • Benefit and Significance for Aboriginal and Torres Strait Islander Communities: Positive impacts and mutual benefits for service users and communities.

Applicants must:

  • Read and understand the guidelines.
  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Deliver the project as outlined in the application.
  • Provide complete information requirements.

  • Activity work plan
  • Risk management plan
  • Indicative budget
  • Organisational chart
  • Letters of support from key stakeholders and consortium partners
