What is the Off-Road Vehicles Area Grants Program — Establishment and Major Upgrade?
The Off-Road Vehicle (ORV) Area Grants Program is a one-off funding opportunity aimed at supporting local governments in Western Australia to establish new ORV areas or upgrade existing permitted ORV areas. With a total funding pool of $4.8 million, this program seeks to enhance off-road vehicle facilities across the state while supporting local businesses and tradespeople.
There are two funding streams available under this program:
- Stream A: Establish new ORV areas
- Stream B: Major upgrades at existing ORV areas
ORV Area Grants level of support
Funding available:
- Stream A: Establish new ORV areas — Up to $1 million per project.
- Stream B: Major upgrades at existing ORV areas — Up to $200,000 per project.
Under Stream A, applicants may also request an initial subsidy of up to $25,000 per annum for up to 4 years to support the establishment and operation of a new ORV area.
Co-contribution: While co-contribution is not mandatory, applications demonstrating in-kind commitments or co-contributions (such as internal capacity to complete statutory approvals or civil works) will be favourably considered.

ORV Area Grants objectives
The program seeks to:
- Establish new ORV areas in Western Australia.
- Upgrade and enhance existing ORV areas with new infrastructure and amenities.
- Provide a safer and more enjoyable environment for off-road vehicle riders.
- Boost local economies by encouraging local suppliers for project work.
Projects and expenditure eligible for ORV Area Grants support
Projects eligible for support under the two streams include:
Stream A: New ORV Areas
- Construction of new ORV tracks or areas.
- Supporting infrastructure, such as parking, lighting, access gates, surveillance equipment, utilities, etc.
- User and spectator amenities, including picnic areas, toilet facilities, and rubbish disposal.
- Signage, fencing, walls, and landscaping to improve user experience.
Stream B: Major Upgrades to Existing ORV Areas
- Construction of new ORV tracks within an existing area.
- Upgrades to spectator amenities and supporting infrastructure (e.g., water supply, picnic facilities, toilet blocks).
- Signage, fencing, walls/barriers, and vegetation improvements.
Ineligible expenditures:
- Land acquisition or access costs (as ORV areas must be on Crown land).
- Operational costs beyond the funded scope or timeframe.
- Administration costs exceeding 10% of the total funding request.
- Utility costs exceeding 20% of the total funding request.
- Road upgrades and regular repair/maintenance work.

Organisations eligible for ORV Area Grants support
Eligible organisations:
- Local governments within Western Australia.
- Joint submissions between two or more local governments or local government partnerships with other organisations are allowed.
Applicants must demonstrate their capacity to manage and deliver the proposed project, along with any necessary approvals.
ORV Area Grants assessment criteria
Applications will be assessed against the following five criteria:
- ORV Rider Interest and Support: Evidence of rider support and catchment areas. Applicants must show potential for formal backing from ORV rider groups or the ORV Advisory Committee.
- Contribution to Improving Access: Proposals must demonstrate how the project improves access to high-quality ORV facilities and aligns with program objectives.
- Organisational Capacity: Applicants must demonstrate capacity to deliver the project, with clear management and resource plans.
- Value for Money: Strong alignment between project budget, deliverables, and benefits. Co-contributions and in-kind support will be considered.
- Monitoring and Evaluation: A solid plan for tracking project outcomes, gathering data, and demonstrating how the project meets its objectives.
How do I get the ORV Area Grants?
Applicants must:
- Read and understand the guidelines.
- Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
- Demonstrate a strong alignment with the fund’s objectives
- Provide complete information requirements.
