What is the Quality Use of Diagnostics, Therapeutics and Pathology Program – Consumer Health Literacy Grant?

The Quality Use of Diagnostics, Therapeutics, and Pathology Program (QUDTP) focuses on improving Australian health outcomes by enhancing health literacy, supporting the appropriate use of medicines, diagnostics, and pathology services.

The Consumer Health Literacy Grant (CHLG) opportunity under this program aims to educate Australian consumers on making informed decisions about their healthcare, particularly around medicines and diagnostics, with an emphasis on behaviour change and empowering consumers.

CHLG level of support

The total funding available for this grant opportunity is $6,186,675 over four years (2024-2028).

There is no maximum grant amount for individual projects, but the total funds available cannot be exceeded.

Co-contribution: The guidelines do not specify a mandatory co-contribution requirement. However, applicants are encouraged to demonstrate financial or in-kind contributions to strengthen their applications and demonstrate value for money.

  • Grant Closing Date: 15 October 2024 (2:00 PM Canberra time)
  • Expected Start Date for Grant Activities: January 2025
  • End Date for Grant Activities: 31 December 2027

CHLG objectives

The primary objectives of the QUDTP Consumer Health Literacy Grant are to:

  • Improve health literacy and empower Australian consumers to make informed decisions about the use of medicines and diagnostics.
  • Encourage cross-sector partnerships to promote quality use of medicines and diagnostics.
  • Provide timely, evidence-based information and resources to consumers, particularly in areas of high need such as rural and remote communities, aged care, and culturally and linguistically diverse (CALD) populations.
  • Support system-wide approaches that lead to better consumer outcomes and a more sustainable health care system.

Projects and expenditure eligible for CHLG support

Eligible projects must focus on improving consumer health literacy concerning the use of medicines and diagnostics. Activities can include:

  • Educational initiatives and tools that support the quality use of medicines (QUM).
  • Consumer research to measure improvements in QUM literacy.
  • Cross-sector partnerships and multi-disciplinary activities to promote proper use of medicines and diagnostics.
  • National delivery of health literacy programs targeting high-priority groups such as older Australians, First Nations peoples, and people with disabilities.

Grant funding cannot be used for:

  • Clinical trials.
  • Purchase of land or major capital expenditures.
  • Overseas travel or activities.
  • General ongoing administrative costs not related to the project.
  • Activities already funded by other government programs.

Other Consumer Health Literacy Grant (CHLG) important details that you will need to know

To be eligible you must be one of the following entity types:

  • Company
  • Incorporated Association
  • refer Table 3 in the Grant Opportunity Guidelines (‘Table A’ provider under the Higher Education Support Act 2003) or

 

and:

  • have an Australian Business Number (ABN)
  • be registered for the purposes of GST have an account with an Australian financial institution
  • be located in Australia.

 

If you are applying as a Trustee on behalf of a Trust, the Trustee must have an eligible entity type as listed above.

The assessment of applications is based on five weighted criteria:

1. Alignment with Program Objectives (30% weighting):

  • Demonstrate how your project will improve consumer health literacy in relation to medicines and diagnostics.
  • Show evidence of the need for your project, particularly in high-risk groups such as aged care, remote communities, and CALD populations.

 

2. Project Methodology (20% weighting):

  • Outline your project’s key objectives, milestones, and deliverables.
  • Provide a comprehensive plan detailing how the project will be delivered, including timelines, resources, and expected outcomes.

 

3. Optimising Grant Funding (20% weighting):

  • Demonstrate how you will ensure efficient use of grant funds.
  • Show how your project leverages existing resources and collaborations to maximise impact.

 

4. Capacity, Capability, and Resources (20% weighting):

  • Detail your organisation’s ability to manage and deliver the project, including key personnel and their relevant experience.
  • Include details of partnerships or consortia if applicable.

 

5. Consumer Engagement (10% weighting):

  • Show how consumers will be actively involved in the project design and implementation.
  • Highlight how your project will empower consumers to take an active role in their healthcare decisions.

 

To be competitive, applicants are expected to score at least 75% in the assessment criteria.

  • Ensure eligibility for the funding. Applicants that do not meet all the eligibility criteria will not be considered.
  • Demonstrate a strong alignment with the fund’s objectives
  • Provide complete information requirements.

  • Detailed project plans, including an Activity Work Plan and Risk Management Plan.
  • Itemised project budget in Excel format.
  • Letters of support from any project partners.
